ORD 81-26 PARTICIPATION FEE SCHEDULE ORDINANCE NO. 81 - ~ ~'~ AN ORDINANCE OF THE CITY OF WINSLOW AMENDING ORDINANCE 74-16 AS AMENDED; REQUIRING PAYMENT OF SERVICE CHARGES 1 YEAR AFTER PAYMENT OF THE PARTICIPATION FEE IF CONNECTION IS NOT MADE; AND ESTABLISttlNG A PARTICIPATION FEE SCHEDULE FOR NON-RESIDENTIAL AND OTHER APPLICATIONS. The City Council of the City of Winslow Do Ordain as follows: SECTION I: Section D4 of Ordinance 74-16 is hereby amended to provide as follows: Sewer and Water Connection Fees The following charges shall apply to all connections to the City of Winslow sewer and/or water systems: A. System Participation: 1. Regulations a. Participation fee must be paid prior to connection to the system. b. An approved building permit shall be on file in the office of the City Engineer prior to payment of any participation fee. co Service charges shall commence when a connection is completed. In the event that connection is not completed within 1 year of payment of participation fees the basic system service charge shall be assessed commencing the first month after this 1 year connection period has expired. *note: 2. Fees a~ Residential water $700/living unit sewer $700/living unit b~ Non-residential and other (any application other than residential and non-residential shall be considered other) water $700/each set of ten(10) fixtures* or portion thereof sewer $700/each set of ten(10) fixtures* or portion thereof fixtures for purposes of this Ordinance include all Uniform Plumbing Code defined fixtures except water heaters, floor drains used for emergency overflow only and extra fixtures attached to existing or regular fixtures such as showers over tubs and hose attachments on sinks. Page Two - Ordinance No. 81 - 26 Installation and Connection to Water and/or Sewer Lines. All installation on private Droperty shall be accomplished by the property owner or a licensed contractor. Inspection and aDDroyal of private lines shall be obtained Drior to backfilling the trench. 1. Connection to City Lines by City Forces. Installation fee - cost of labor, materials, plus 25% for engineering and administrative fees. 2. Connection to City Lines by Plumbers or Contractors who have obtained a Utility Installation Permit issued by the City Engineer. water connection inspection fee - $25/residential living unit or set of ten (10) fixtures* or portion thereof sewer connection inspection fee - $25/residential living unit or set of ten (10) fixtures* or Dortion thereof Connection accomDlished by other than City Employees shall be periodically inspected and approved by the City Prior to backfilling the trench, 3. Backflow Protection Device - The City shall require installation of a backflow protection device where in the judgement of the City Engineer such device is required to conply with the State Board of Health Regulations or the Uniform Plumbing Code° The cost of such device and installation shall be borne by the Droperty owner. Inspection and approval of the backflow device and installation shall be obtained prior to approval of the connection. Page Three - Ordinance No. 81 - 26 Automatic Annual Fee Adjustment. All charges described in this subparagraph 4 shall be subject to automatic annual adjustment on January 1 of each year based on the Consumer Price index for November of the preceding year as reported in "Economic Indicators" prepared by the Council of Economic Advisors. The consumer price index for November 1978 is 202.6 and shall form the basis for the water and sewer charges set forth in this subparagraph 4 for the year 1979.
