ORDINANCE NO. 81 - 27
AN ORDINANCE OF THE CITY OF WINSLOW ESTABLISHING
A SURCHARGE ON ALL CONSTRUCTION PERMIT FEES FOR
THE PURPOSE OF FINANCING THE DEVELOPMENT OF A
COMPREHENSIVE PLAN FOR STORM SEWER DRAINAGE, AND
CREATING A FU1]D THEREFORE, AND CREATING A FUND
FOR STORM SEWER CONSTRUCTION
The City Council of the City of Winslow finds as follows:
I. Numerous areas of the City are subject to recurring flooding
causing damage to homes and other property.
II, The City is preparing to study the establishment of a storm
sewer improvement program to minimize ~flooding problems which will
require a comprehensive plan therefore.
Ill.Additional development of impervious water surfaces resulting
from construction will add to existing and create new storm sewer
drainage problems,
IV. A financing source for development of a comprehensive plan
for storm sewer improvements needs to be established.
Vo The adoption of this ordinance is catagorically exempt from
the State Environment Policy Act~
The City Council of the City of Winslow DO ORDAIN as follows:
SECTION 1~ SURCHARGE ON CERTAIN BUILDING PERMIT FEES.
There is hereby established a surcharge on all building permits
for new construction, and external additions which increase lot
coverage by five percent (5%) or more. Said surcharge shall be
one-fourth (1/4) of one percent of the value of the new construction
or external addition~ Determination of percentage of lot coverage
and of valuation shall be made by the Building Official and shall be
conclusive.

SECTION 2. F~]D ESTABLISI~D.
All funds collected pursuant to this ordinance shall be
deposited in the Winslow Storm Sewer Study Fund Account.
Any funds in excess of the amount required for the study
shall be transferred into the Storm Sewer Construction
Fund Account,
SECTION 3. ENFORCEMENT.
The Building Official shall not issue any new construction
permits pursuant to the requirements of ordinance 81-18 until
such time as the surcharge imposed by this ordinance has been
paid in full to the City of Winslow.
