ORDINANCE 82-21
AN ORDINANCE OF THE CITY OF WINSLOW REGULATING
TEMPORARY STATIONARY BUSINESSES OPERATING ON
CITY PROPERTY.
The City Council of the City of Winslow, Washington do
ordain as follows:
Section I. Definitions.
A. "Business" includes all activities engaged in with the
object of gain, benefit, or advantage to the person engaging in
such activities, or to another person or class, directly or
indirectly.
B. "Person" means any individual, receiver, assignee,
trustee in bankruptcy, trust, state, firm, co-partnership, joint
'venture, club, company, joint stock company, business trust,
~corporation, association, society or any group of individuals
20i!acting as a unit, whether mutual, cooperative, fraternal,
~!non-profit, or otherwise, except non-profit corporations or
.iassociations chartered as such by the state.
C. "Temporary stationary business" includes any business

carried on at the same fixed location within the City of Winslow
for not more than one day per week and not more than four
consecutive weeks in one calendar year or any business carried
on at the same fixed location in the City of Winslow for not
more than four consecutive days in one calendar year.
Section II. Permission Required.
No temporary stationary business shall be allowed to
operate on any property owned by the City of Winslow, including

but not limited to the streets, sidewalks, and parks, without
first having secured permission to do so from the Winslow City
Council.
Section III. Exemption From B&O Ordinance.
Temporary stationary businesses shall be exempt from the
requirements of the Business and Occupation Licensing and
Taxation Ordinance, 482-01.
