AN ORDINANCE OF THE CITY OF WINSLOW,/~INDING ORDIlqANCE
NO. 82-20, GRANTING RELIEF TO SENIOR CITIZENS FROM THE CITY'S
UTILITY SERVICE CHARGES; SPECIFYING THE REQUIREMS~IFS TO BE
ENTITI.RD TO SAID RELIEF AND EMPOWERING THE CLERK/TREASURER TO
PRDMULC=ATE RULES .AND REGULATIONS TO IMPI,EMENT SUCH RF/.IEF.
WHEREAS, because of increased costs of living there is a need to
relieve certain senior citizen from the effect of the City's Utility
service charges; and
WHEREAS, by RCW 74.38.070, the City has been expressly authorized
to provide utility services at reduced rates to low income senior citizens; and
~A~REAS, the City Council of the City of Winslow desires to assist senior
citizens who receive fixed limited incomes, and therefore, suffer severely from
increased costs of living; now therefore,
I~ CITY COUNCIL OF THE CITY OF WINSLC~, WASItING~IDN, DO ORDAIN AS FOLLOWS:
Section 1. Discount
There is heraby granted to senior citizens who meet the qualifications
and requirements of sections 2 & 3 of this Ordinance, a 20% discount on the
total monthly utility charge.
Section 2. Qualifications
Applicants for discount must be a senior citizen as defined in the
definition section of this Ordinance.
SeCtion 3. Requirements
1. Application for discount under this Ordinance must be made annually
and filed with the Clerk/Treasurer prior to January 1 of the year
for which the discount is desired. Senior citizens ne~ to the system
or qualifying for the discount mid-year may apply up to 30 days prior
to their billing date.
2. The dwelling unit nnst be occupied by the person claiming the discount
as a principal place of residence throughout the bi] ling period.
3. The person claiming the discount must be the head of the household for
the dwelling unit.
4. The utility account must be in the name of the person claiming the
discount. Persons living in multi-family residence where one water
meter is used for the entire building shall not be eligible even if
all other requirements are met.

5. No person may claim a rebate for more than one dwelling unit
during the same billing period.
Section 4. Definitions
Low income Senior Citizen for the purpose of this Ordinance shall
mean a perscn who is sixty-two (62) years of age or older and whose total
dispesable income, including that of his or her spouse or cotenant, is
ten thousand dollars ($10,000) or less.
Section 5. Penalty for False Claim
Upon determination by the City that any person has knowlingly
filed a false claim for a utility discount, said claim shall be denied,
and said person shall forfeit their eligibility for utility.
