~ ORDINanCE OF THE CITY OF WINSLOW, WASHINGTON,
AMENDING ORDINANCE NO. 82-20, SECTION D.4 AND
SECTION E, PERTAINING TO WATER SEWER FEES CHARGES
AND ~TES ANNUAL ADJUSTMENTS FOR 1983.
WHEREAS, the City of Winslow has increas~ yearly the water
sewer user f-~e cherges and rates based on 'the Seattle CPI-U, All
Urban Consumers, as shown in t'i~e release from the Bureau of Labor
Statistics; and
~'~HEREAS, the Seattle CPI-U, All Urban Consumers rate as shown
in the release from the Bureau of Labor Statistics for November
1982 is 297.5;
NOW, THEREFORE, the City Council of the City of Winslow,
Washington, do ordain a~ follows:
SECTION 1. That Section D.4 in Ordinance No. 82-20 be amended
to read as follows:
D. REGULATIONS AND PENAL~?IES APPLICABLE TO BOTH WATER ~ND
SEWER SERVICE
4. Automatic Annual Fee Adjustment
All rates described in Section E of the Ordinance shall be
subject to an automatic annual adjustment beginning with the
January 1 billing period of each year based on the Seattle Consumer
Price Index All Urban Users (CPI-U) for November of the preceding
year as shown i~, the release from the Bureau of Labor Statistics,~
The January billing period for those rates based on meter
readings will begin wit~ the December 15th reading of the preceding
year.
The Seattle Consumer Price Index, All Urban Consumers foc

calc~slating this annual adjustment the Utility Clerk shall subtract
the prior year's~te from this year'sCPr~te and divide the answer
's rate to arrive at the percent of increase/decrease.

and ~%he adjustment amount is added to or subtracted from last year's
rate. The Utility Clerk shall round off all final calculations to
the nearest cent where the rate provides for cents and to the nearest
dollar where th~ rate does not provide for cents.
SECTION 2. That Section E in Ordinance 82-20 as amended by
Ordinance 82-34 be amended to read as follows:

1. System Participation Fees
a. Residential

residential and non-residential shall be considered other).

2. Connection to City Lines by City Forces Fees and Charges.
a. The installation fee shall include the cost of labor,
material and equipment plus 25% for engineering and administration.

Category 2 - Multiple Dwelling Residence including but not
limited to apartment houses, condominiums, and
mobile home courts° Each single dwelling unit
shall constitute one unit for purposes of this
rate schedule;
Category 3 - All other asers including but not limi-he~ to
Commercial and Public Establishments.
$8.23 per month per unit plus
.52 per 100 cubic feet for users of 0-500 cu. fto
.~57 per 100 cubic feet for users of 501-1000 cu. ft.
.62 per 100 cubic feet for users of 1001-2000 cu. ft.
.67 per 100 cubic feet for users of 2001-6900 cu. ft.
.72 per 100 cubic feet for users of 6001 & more cu. ft.

Category 1 - Single Family Residence;
Category 2 - Multiple Dwelling Residences including by not
limited to apartment houses, condominiums, and
mobile home courts. Each single dwelling unit
shall constitute one unit for purposes of this
rate schedule;
$21.09 per unit per month
Category 3 - All other users including but not limited to
Commercial and Public iEstablishments:
$21.09 per water meter plus
$ 1.03 per 100 cubic feet based on water usage.

c. The rate for fire service shall be a "ready to serve"
charge. The "ready to serve" charge for each fire hydrant installed
shall be the sum of $3.08 per month per hydrant.
SECTION 3. This Ordinance shall become effective five (5) days
after its posting or publication in the manner provided by law.
