RESOLUTION NO. 2022-16
A RESOLUTION of the City Council of Bainbridge Island,
Washington, relating to the City of Bainbridge Island’s
application to the Energy Transitions Initiative Partnership
Project for Free Technical Assistance.
WHEREAS, the Energy Transitions Initiative Partnership Project (“ETIPP”) is a
National Renewable Energy Laboratory program provided by the United States
Department of Energy to help remote, island, and islanded communities transform their
energy systems and increase energy resilience through strategic energy planning and the
implementation of solutions that address their specific challenges; and
WHEREAS, ETIPP provides for a Community Technical Assistance program at
no cost to eligible, selected communities; and
WHEREAS, the 2020 Bainbridge Island Climate Action Plan includes a goal that
all of Bainbridge Island’s sources of electricity be carbon-free by 2040, and a goal to
create energy self-sufficiency for emergency preparedness and increase energy
infrastructure reliability and resilience in light of a changing climate; and
WHEREAS, an application to ETIPP requesting community technical assistance
to identify pathways and costs to achieve 100% renewable electricity on the island by
2030, and opportunities to increase the resilience of electric systems on the island,
supports implementation of the Climate Action Plan; and
WHEREAS, the ETIPP application encourages applicants to submit at least two
verifications of commitment from community decision makers or leaders; and
WHEREAS, the City desires to apply for such free technical assistance through
ETIPP.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. The City Manager is directed to timely submit a complete ETIPP
application in substantially the same format as the application materials provided to the
City Council for its April 12, 2022, regular business meeting.
Section 2. The City Council of the City of Bainbridge Island endorses, and
verifies its commitment to, the terms of the ETIPP application that will be submitted by
the City Manager, per the terms of Section 1 of this resolution.
Section 3. This resolution shall be one of the at least two verifications of
commitment sought in the ETIPP application for free technical assistance.

Section 4. Severability. If any one or more sections, subsections, or sentences of
this resolution are held to be unconstitutional or invalid, such decision shall not affect the
validity of the remaining portion of this resolution and the same shall remain in full force
and effect.
Section 5. This resolution shall take effect and be in force immediately upon its
passage.
