AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON,
AMENDING ORDINANCE 82-20 TO REVISE THE PROVISIONS
REGARDING WATER AND SEWER FEES AND RATES, TO
ESTABLISH AN IMPLEMENTATION SCHEDULE FOR THE RATES,
AND FOR RELATED PURPOSES.
D WHEREAS, the City was required by the U.S. Environmental
Protection Agency, as a condition of previous grant approval, to
6 study and revise its sewer service rates to make more equitable
the rates charged to users; and
WHEREAS, the City retained the services of the Gibson/Carr
8i! consulting firm, the firm prepared the "Sewer Cost Allocation
and Rate Design Study" dated July, 1983, plus an addendum to the
9 study, and as a result of the study the firm recommended certain
changes to the City's sewer rate schedule; and

WHEREAS, as a result of the Gibson/Carr study the City
11 desires to revise its sewer rate schedule to make the rates more
equitable between and within the various customer classes, and
12 therefore the City is adopting this revision to its sewer rate
~ schedule; and

1~' WHEREAS, the rate schedule established by this ordinance is
based on certain assumptions regarding collection of delinquent
15, accounts and price elasticity which may be affected by future
events; therefore the City will monitor the implementation of
the new rate schedule, will determine whether additional rate

changes become necessary to insure adequate revenues and
reasonable rates, and may enact further revisions to the
schedule if necessary; NOW, THEREFORE
THE CITY COUNCIL OF THE CITY OF WINSLOW DO ORDAIN AS
FOLLOWS:
Section 1. Section E of Ordinance 82-20, as amended, is
further amended to read as follows:
Water and Sewer Fees and Rates.
System Participation Fees.
System participation fees shall be as
follows:
a. Residential uses.
Water: $1,177 per dwelling unit
Sewer: $1,177 per dwelling unit
b. Non-residential uses.
Water: $1,177 per each set of 10
fixtures or portion thereof

2. Connection Fees.
Connection fees shall be as follows:
a. Connection by City forces.
The actual connection cost including
labor, materials and equipment, plus an
amount equal to 25% of the connection
cost for engineering and administration.
b. Connection by forces other than the
City (plumbers or contractors).
i. Residential uses.
Water: $42 per dwelling unit
Sewer: $42 per dwelling unit
li. Non-residential uses.
Water: $42 per each set of 10
fixtures or portion thereof
Sewer: $42 per each set of 10
fixtures or portion thereof
3. Service Rates.
a. Cateqories of users.
Category 1 - Single Family Residences.
Category 2 - Multiple Dwellings.
Residences including but not
limited to apartment houses,
condominiums, and mobile home
courts. Each dwelling unit
shall constitute one unit for
purposes of this rate schedule.
Category 3 - Commercial users.
Commercial users including but
not limited to retail sales,

personal and professional
services, entertainment, repair
facilities and restaurants.
Each water meter shall
constitute one unit for purposes
of this rate schedule.
Category 4 - Other.
Any users other than those in
Categories 1, 2, 3, and 5. Each
water meter shall constitute one
unit for purposes of this rate
schedule.
Category 5 - Industrial Users.
Water rates
The monthly rates for all categories of
users shall be as follows:
$8.23 per month per unit plus
.52 per 100 cubic feet for users
of 0-500 cu.ft.
.57 per 100 cubic feet for users
of 501-1000 cu.ft.
.62 per 100 cubic feet for users
of 1001-2000 cu.ft.
.67 per 100 cubic feet for users
of 2001-6000 cu.ft.
.72 per 100 cubic feet for users
of 6001 & more cu.ft.
Sewer rates
(i) Effective November 1, 1983, and
until May 1, 1984, sewer
billings shall be based on the
following monthly rates:

$28.77 per unit
Effective May 1, 1984, and
until January 1, 1985:
$25.45 per unit
Effective January 1, 1985:
$22.13 per unit

e. Sewer rates for Cateqory 5 - Industrial
Users.
Sewer rates for Category 5 --
Industrial Users -- will be set by
individual contract with each user.
4. Ready to serve water rate.
The rate for water service for fire
protection shall be a "ready to serve"
charge. The 'ready to serve" charge for
each fire hydrant installed shall be the sum
of $10.00 per month per hydrant.
Section 2. This Ordinance shall become effective five (5)
days after its posting or publication in the manner provided by
law.
