ORDINANCE NO. 85-5
AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON,
AMENDING SECTION 15.08.020 OF THE WINSLOW MUNICIPAL
CODE BY ADDING A NEW DEFINITION OF NEON SIGN AND
SETTING FORTH CERTAIN RESTRICTIONS AND LIMITATIONS
ON THEIR USE; AMENDING SECTION 15.08,030(E) TO
REMOVE THE OUTRIGHT PROHIBITION OF NEON SIGNS; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, under the current sign code, neon signs are
prohibited, and
WHEREAS, the City Council finds that under certain
restrictions, neon signs will not be detrimental to the public
health, safety, aesthetics and general welfare but will allow
business owners to have signs which are attractive, which will
stimulate business and benefit the public, now, therefore,
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. A new section 24.5 is hereby added to Section
15.08.020 to add a new definition of neon sign and to read as
follows:
24.5 Neon Sign. Neon sign is a sign illuminated in
whole or part by gaseous tubes electrified by a
current. Neon signs are allowed only in property
zoned commercial, either outright, or underlying a
PUD zone classification. Neon signs must be UL
approved. Neon signs may not flash, blink, or be
turned on and off in rapid succession in order to
attract attention to the sign.
Section 2. Section 15.08,030(E) of the Winslow Municipal
Code is hereby amended to read as follows:
E. Sign Externally Illuminated by a Visible Light
Source. Any sign designed to give forth artificial light
by virtue of light derived from a light source which is
unshielded or otherwise visible to pedestrian and/or
vehicular traffic and is outside the face of the sign,
including but not limited to signs illuminated by bare
light bulbs.

Section 3. This ordinance shall be in full force and
effect five (5) days after passage and publication by posting as
provided by law.
