ORDINANCE NO. 85-10
AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON,
AMENDING SECTIONS 6.08.010, 6.08.020, 6.08.030,
6.08.040, 6.08.050, 6.08.060 AND 6.12.020 OF THE
WINSLOW MUNICIPAL CODE RELATING TO THE LICENSING
OF DOGS AND IMPOUNDMENT; CREATING NEW SECTIONS
6.08.025, 6.08.027 AND 6.08.085 TO THE WINSLOW
MUNICIPAL CODE AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City of Winslow, Washington has adopted
Chapter 6.08 of the Winslow Municipal Code to provide for dog
licensing, and
WHEREAS, the City of Winslow, along with other
surrounding jurisdictions have contracted with the Kitsap County
Humane Society to enforce animal control ordinances, and
WHEREAS, the City of Winslow wishes to have require-
ments for dog licensing which are consistent with the require-
ments for dog licensing of surrounding jurisdictions, now,
therefore,
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 6.08.010 of the Winslow Municipal
Code is hereby amended to read as follows:
6.08.010 License - Required.
It is unlawful for any person, firm, corporation
or department to own, keep or have control of any
dog over the age of six months within the city
unless the person, firm, corporation or department
shall have procured a license therefor as provided
in this chapter.
Section 2. Section 6.08.020 of the Winslow Municipal
Code is hereby amended to read as follows:
6.08.020 License - Fee - Certification of spaying
or neutering.
A. As of July 1, 1985, fees for licenses
under this chapter are as follows:
For each dog spayed or neutered - $6.00,
For each dog not spayed or neutered - $15.00.
B. A statement or letter from a veteri-
narian, certifying the dog has been neutered or
spayed must be presented when applying for the dog
license.
NOTE: The cost of licenses purchased after January 1
of a licensing year shall be reduced by 50%. This
reduced fee is not applicable to renewals.
Section 3. Section 6.08.030 of the Winslow Municipal
Code is hereby amended to read as follows:
6.08.030 License - Date due.
All licenses granted under this chapter shall be
due and payable the first day of July of each
year. If the license fee is not paid on or before
July 31 of each year, the applicant shall pay a
penalty fee of five dollars ($5.00) for each
license in addition to the regular fee as stated
in Section 6.08.020, provided, the applicant shall
not pay the penalty fee if, as of July 31, he:
(a) Has been a resident of the city for
thirty days or less,
(b) Has owned, kept or been in control of
the dog for thirty days or less,
(c) The dog, at the time of the application
for license, is six months of age or less, or
(d) The owner voluntarily applies for a
license prior to being warned or cited by the
animal control officer.
Section 4. Section 6.08.040 of the Winslow Municipal
Code is hereby amended to read as follows:
6.08.040 License - License Tag - Issuance.
A. It shall be the duty of the city clerk to
issue licenses to persons applying upon payment of
the license fee. A license tag shall be issued by
the clerk for each dog licensed.
B. The license shall be dated and numbered
and shall bear the name of Winslow, Washington,
the name, address and telephone number of the
owner or keeper of the dog licensed, the name of
the dog, and a description of the dog, including
its age, sex and color.
C. The license tag shall bear the name of
Winslow, Washington, a serial number corresponding
with the number on the license, and the date of
expiration. Provided, permanent license tags
issued to senior citizens pursuant to §6.08.027
shall have no expiration date.
D. Every owner or keeper of a dog shall keep
a substantial collar on the dog with the license
tag for the current licensing year. Provided,
this provision shall not apply to show dogs on the
show grounds or to dogs while they are engaged in
formal obedience training.
Section 5. Section 6.08.050 of the Winslow Municipal
Code is hereby amended to read as follows:
6.08.050 License - Nontransferable.
A. Dog licenses as provided in this chapter
shall not be transferable from one dog to another;
provided, that nothing contained in this chapter
shall be construed to prevent a license from being
transferred with the ownership of the dog from one
owner or keeper to another.
B. In the event an owner or keeper shall
move from another political subdivision of the

county into the city during the year in which the
license is current, the license shall be honored
by the city so long as that license is current.
C. The permanent licenses issued to senior
citizens pursuant to 6.08.027 are not transfer-
able.
Section 6. Section 6.08.060 of the Winslow Municipal
Code is hereby amended to read as follows:
6.08.060 License tags - Replacement.
Lost license tags may be replaced by a substitute
identification tag upon payment of a one dollar
($1.00) replacement fee to the city clerk.
Section 7. Section 6.12.020 of the Winslow Municipal,
code is hereby amended to read as follows:
6.12.020 Poundmaster - Duties.
A. The poundmaster shall impound all animals
subject to impounding as prescribed by city ordi-
nance, and such animals shall be provided with
proper care, feed and water while so confined.
The poundmaster shall collect and dispose of all
dead animals found in the city, and if the owner
is known a fee may be collected therefrom for such
services. All sick or injured animals shall be
impounded when not in the owner's possession and
may be humanely destroyed at the discretion of the
poundmaster; provided, that the poundmaster shall
immediately notify the owner, if the owner is
known, and if the owner is unknown, make all
reasonable effort to locate and notify the owner.
B. The Poundmaster is hereby granted author-
ity to establish reasonable fees for the services
provided in this title. In establishing such
fees, the Poundmaster shall endeavor as much as
possible to make such fees conform to those
charged in neighboring jurisdictions for similar
or identical services. A current schedule of all
fees established by the Poundmaster under this
title shall be filed by the Poundmaster with the
City Clerk and made available by the clerk for
public inspection at all times during normal
business hours.
Section 8. A new section 6.08.025 of the Winslow
Municipal Code is hereby adopted to read as follows:
6.08.025 License Exemptions.
A. Licenses and license tags shall be pro-
vided free of charge by the city to guide dogs
properly trained to assist the hearing impaired or
blind person as follows:
1. When such dogs are actually being
used by the hearing impaired or blind person for
the purpose of aiding them in going from place to
place,
2. To dogs currently being trained for
the purpose of aiding the hearing impaired or
blind in such school or program as has been
approved or accredited by a professional organiza-

tion or association, either for profit or not for
profit,
3. To pups and young dogs being raised
under the 4-H program known as "Guide Dogs for the
Blind".
B. The provisions of this chapter shall not
apply to dogs used by a law enforcement agency for
law enforcement work or to dogs in the custody of
a veterinarian, pet store, or animal shelter or
whose owners are nonresidents temporarily within
the city limits for a period not to exceed thirty
(30) days.
Section 9. A new section of the Winslow Municipal
Code, Section 6.08.027 is hereby adopted to read as follows:
6.08.027 Senior Citizen Provisions.
A. City of Winslow residents sixty-five (65)
years of age or older shall be entitled to pur-
chase a special permanent license for spayed or
neutered dogs for the lifetime of the dog or dogs,
provided the senior citizen is the registered
owner and such dog or dogs are maintained at the
owner's address. Such individuals shall not be
required to annually purchase a new license for
the lifetime of such licensed dogs.
B. No senior citizen shall be allowed more
than three (3) permanent dog licenses at any one
time for any three dogs for which he is the
present and registered owner.
C. The permanent dog license fees shall be
five dollars ($5.00).
Section 10. If any section, sentence, clause or phrase
of this ordinance should be held to be invalid or unconstitu-
tional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitu-
tionality of any other section, sentence, clause or phrase of
this ordinance.
Section 11. This ordinance shall be in full force and
effect five (5) days after its passage and publication by posting
as provided by law.
