ORDINANCE NO. 86-07
AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON,
AMENDING ORDINANCE NO. 81-35 AND ORDINANCE NO.
85-05, ORDINANCES PROVIDING FOR FORMATION OF A
JOINT HOUSING AUTHORITY BY AUTHORIZING THE DEPUTY
MAYOR TO ACT IN ABSENCE OF THE MAYOR.
WHEREAS, the City of Winslow, Washington, has recog-
nized the findings of the legislature contained in RCW 55.82.010;
and
WHEREAS, the City of Winslow, Washington, in recogni-
tion of those findings and the need for a "Housing Authority,"
adopted and passed Ordinance No. 81-55 on October 22, 1981; and
WHEREAS, the Clty of Winslow, Washington, in recogni-
tion of those findings and the continuing need for a "Housing
Authority," adopted and passed Ordinance No. 85-03 on February
17, 1985; and
WHEREAS, a jolnt Housing Authority, the Bremerton-
Kltsap County Housing Authority, was originally created and
formed under Ordinance No. 81-55, and that said Houslng Authority
was continued and redesignated as the Kitsap County Consolidated
Housing Authority under Ordinance No. 85-05; and
WHEREAS, the continued existence and operation of said
joint Housing Authority, as previously established, is recognized
as appropriate and necessary to meet and fill the need for a
"Housing Authority;" and
WHEREAS, the quorum requirements for said Housing
Authority currently require the physical presence of the Mayor of
the City of Wlnslow, Washington, which, at times, may conflict
with the other duties

WHEREAS, it
and responsibilities of the office of
ls considered that the Mayor or Deputy
Mayor of the City of Winslow, Washington, may properly represent
the City of Winslow, Washington, on the Board of Commissioners of
said "Housing Authority;" now, therefore,

ORDAIN AS FOLLOWS:
Section 1. Ordinance No. 81-35 as adopted on
October 22, 1981, and as subsequently amended by Ordinance No.
85-03, as adopted on February 17, 1983, are hereby amended with
respect to Sections 4 to read as follows:
Section 4. Appointment and Tenure of Commission.
The Kitsap County Consolidated Housing Authority
shall be governed by a board of six (6)
commissioners composed of the elected members of
the Board of County Commissioners of Kitsap
County, the Mayor of Port Orchard (or Deputy Mayor
in his/her absence), the Mayor of Poulsbo (or
Deputy Mayor in his/her absence), and the Mayor of
Winslow (or Deputy Mayor in his/her absence).
(a) Appointment to the Board of Commissioners of
the Kitsap County Consolidated Housing Authority
shall take effect upon election and confirmation
of office as a county or municipal official. A
certificate of appointment or re-appointment to
the Board of Commissioners of the Kitsap County
Consolidated Housing Authority shall be filed with
the Clerk of said Board and such certificate shall
be conclusive evidence of the due and proper
appointment of such commissioner.
(b) Each commissioner shall hold office during
his/her tenure as an elected official of the
county or municipality respectively and he/she
shall continue to hold office until his/her
successor has been appointed."
Section 2. Ordinance No. 81-55 adopted October 22,
1981, and Ordinance No. 85-03, adopted February 17, 1983, except
as amended above, shall remain and continue in full force and
effect.
Section 3. This ordinance or a summary thereof shall
be published in the official newspaper of the City, and shall
take effect and be in full force five (5) days after the date of
publication.
