ORD 86-08 WATER FEESORDINANCE NO. 86-08 AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTO~I, AMENDING SECTION E(3)(c)(iii) OF ORDINANCE 82-20, AS AMENDED BY ORDINANCES 83-09 AND 84-25 TO MODIFY THE CALCULATION OF THE AVERAGING RATES FOR CATEGORY 1, CATEGORY 2, CATEGORY 3 MID CATEGORY 4 CUSTOMERS ~tD ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the Council intends to apply the sewer averaging rates for customers whose meters are read in August through and including November, now, therefore, THE CITY COL~CIL OF THE CITY OF WI_~ISLOW, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section E(3)(c)(iii) of Ordinance 82-20, as amended, is hereby further amended to read as follows: iii. Effective January 1, 1986 sewer billings shall be based on the following monthly rates: Category 1: $13.22 per unit plus $1.54 per 100 cubic feet of water Category 2: $15.79 per unit plus $1.54 per 100 cubic feet of water Category 3: $32.94 per unit plus $1.54 per 100 cubic feet of water Category 4: $35.14 per unit plus $1.54 per 100 cubic feet of water Provided that with regard to Category 1, Category 2, Category 3, and Category 4 customers, the following averaging rates shall apply: For those customers whose meters are read in August and October, the billing rate to be applied for those readings shall be the average billing for the particular unit based on the readings taken in December, February and April. For those customers whose meters are read in September and ~Iovember, the utility rate to be applied for those readings shall be the average billing for the particular unit based on the readings taken in January, March and May. Section 2. The City Clerk is authorized to adjust a customer's sewer billing, with respect to the monthly charges for the three summer months which are based on the average charge of previous months if the charge is not reflective of the customer's actual water consumption. The adjustment made shall be to the average sewer billing for all customers in that category for the prior months of December through May. The facts supporting any such adjustment shall be zeduced to writing and maintained as a public record by the City Clerk. Section 3. This ordinance or a summary thereof shall be published in the official newspaper of the City, and shall take effect and be in full force five (5) days after the date of publication.
