ORDINANCE NO. 86-09
AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON,
ESTABLISHING A SMALL WORKS ROSTER AS AUTHORIZED BY
RCW 55A.~0.210; ADDING A NEW SECTION 5.72.100 TO
THE WINSLOW MUNICIPAL CODE TO ESTABLISH A SMALL
WORKS ROSTER; ADDING A NEW SECTION 5.72.110 TO THE
WINSLOW MUNICIPAL CODE PROVIDING THAT THE USE OF
THE SMALL WORKS ROSTER IS OPTIONAL; ADDING A NEW
SECTION 5.72.120 TO THE WINSLOW MUNICIPAL CODE
ESTABLISHING PROCEDURES FOR USE OF THE SMALL WORKS
ROSTER; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the Washington legislature has established a
dollar amount requiring the calling of bids for public works or
lmpPovements or purchases, and,
WHEREAS, the Washington legislature has established
provisions regarding the use of a small works roster and awarding
of contracts undeP a small works roster, and
WHEREAS, the City Council of the City of Wlnslow
desires to impose guidelines for bids on public works, improve-
ments, or purchases which are consistent with state law, now,
therefore,
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. A new Section 5.72.100 is hereby added to
'the Winslow Municipal Code to read as follows:
3.72.100 Small Works Roster Established. A
small works roster is hereby established to be
maintained by the City which shall consist of
all contractors who have requested to be on
the roster and who are propenly licensed to
work in the State of Washington.
Section 2. A new Section 3.72.110 is hereby added to
the Winslow Municipal Code to read as follows:
5.72.110 Use Optional. As an alternative to
the procedures set forth in Sections 3.72.060
and 3.72.070, a small works roster and award
of a contract thereunder may be used for
public works contracts of up to $100,000.
Section 5. A new Sectlon 3.72.120 is hereby added to
the Winslow Municipal Code to read as follows:
5.72.120 Procedure. Whenever a public works
project of an estimated cost of $100,000 or
less is done by contract and the City uses the
small works roster, the City shall:
A. Invite proposals from all appropriate
contractors on the roster,
B. Whenever possible, invite at least one
proposal from a minority or woman contractor
who shall otherwise qualify, and
C. Include an estimate of the scope and
nature of the work to be performed, materials
and equipment to be furnished.
D. When awarding a contract under the small
works roster, the City shall award the
contract to the contractor submitting the
lowest responsible bid.
Section ~. This ordinance or a summary thereof shall
be published in the official newspaper of the City, and shall
take effect and be in full force five (5) days after the date of
publication.
