ORD 86-14 UNIFORM BUILDING STANDARDS0045.04002 PMA/jt 03/26/86 ORDINANCE N0. 86-14 AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON, AMENDING CHAPTER 15.04 TO PROVIDE FOR THE ADOPTION OF THE UNIFORM BUILDING CODE, 1985 EDITION, AND THE UNIFORM BUILDING CODE STANDARDS, 1985 EDITION; THE ADOPTION OF THE UNIFORM PLUMBING CODE, 1985 EDITION; THE UNIFORM MECHANICAL CODE, 1985 EDITION; THE UNIFORM FIRE CODE AND FIRE CODE STANDARDS, 1985 EDITION; THE UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS, 1985 EDITION; MAKING AMENDMENTS THERETO, PROVIDING FOR COPIES OF ALL ADOPTED UNIFORM CODES TO BE AVAILABLE TO THE PUBLIC, AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Winslow has determined that the enactment of comprehensive, uniform building regulations will promote the health, safety and welfare of the citizens of Winslow, and WHEREAS, such building regulations will define minimum performance standards and requirements for construction and construction materials, consistent with accepted standards of engineering, fire and life safety; and WHEREAS, such building regulations will set out requirements for minimum performance standards; and WHEREAS, comprehensive building regulations will elimi- nate restrictive, obsolete, conflicting and duplicative regula- tions and requirements which unnecessarily increase construction costs and/or retard the use of new materials, products or methods of construction; and WHEREAS, the enactment of such comprehensive building regulations is consistent with the mandate of RCW 19.27.020; now, therefore, THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section 15.04.010 of the Winslow Municipal Code is hereby amended to read as follows: 15.04.010 Title. This chapter and amendments hereto shall constitute the "City Building Code" of the City and may be cited as such. - 1 - Section 2. Section 15.04.020 of the Winslow Municipal Code is hereby amended to read as follows: 15.04.020 Codes Adopted by Reference. The following codes are adopted by reference subject to modifications and/or amendments set forth in Sections 15.04.050 through 15.04.090: a. Uniform Building Code, 1985 Edition, Uniform Building Standards, 1985 Edition, as published by the International Conference of Buildlng Officials; b. The Uniform Plumbing Code, 1985 Edition, as prepared by the International Association of Plumblng and Mechanical 0fficlals, and appendices; c. Uniform Mechanical Code, prepared by the International Building Officials; 1985 Edition, as Conference of d. Unlform Fire Code, 1985 Edition and Uniform Fire Code Standards, 1985 Edition, as prepared by the International Conference of Build- ing Officials and Western Fire Chiefs Association; e. Uniform Code for the Abatement of Dangerous Buildings, 1985 Edition, as prepared by the International Conference of Building Officials; f. The regulations for Barrier-Free Facili- ties as published by the Washington State Building Code Advisory Council, WAC 51-10; g. The State Energy Code, as adopted by the State Building Code Councll, November 15, 1985~ h. Uniform Administrative Code, 1985 Edition, as prepared by the International Conference of Building 0fficials; i. In case of conflict among codes adopted in subsections b, c and d of thls section, the code adopted per subsection a shall govern over those adopted in subsections b, c and d only. Section 3. Sectlons 15.04.050 Uniform Building Code-- Section 205 Amended--Violations; 15.04.040 Uniform Building Code--Section 503 Amended--Permits Issuance; 15.04.050 Uniform Building Code--Section 304 Amended--Permit Fees; and 15.04.060 Uniform Building Code--Section 404 Amended--City Defined are hereby amended by deleting any reference to the year of edition of the Uniform Building Code and replacing the year of editlon with the words "adopted in Section 15.04.020 of this chapter." Section 4. Pursuant to RCW 55A.12.140 the City Clerk shall authenticate and record along with this adopting ordinance a copy of each unlform code adopted herein. In addition, not - 2 - less than one copy of each said code has been and shall remain on file in the office of the City Clerk for use and examination by the public. Section 5. This ordinance, consisting of the title, and Section or a summary thereof 15.04.050 regarding the penalty provisions, shall be published in the official newspaper of the City and shall be effective five (5) days after passage and publication as provided hereln.
