ORDINANCE NO. 86-15
AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON,
ADDING A NEW CHAPTER 2.34 TO THE WINSLOW MUNICIPAL
CODE CREATING A PARKING ADVISORY BOARD FOR THE
CITY; PROVIDING FOR ITS MEMBERSHIP, ORGANIZATION
AND DUTIES.
WHEREAS, the City of Winslow is a noncharter code city
organized and existing pursuant to Title 35A of the Revised Code
of Washington, and as such has the power to organize and regulate
its internal affairs; and
WHEREAS, the City Council of the City of Winslow finds
it desirable and in the public interest to establish an advisory
body to aid the City Council in addressing the need for parking
facilities within the downtown and other areas of the City and
the impact of proposed development upon existing on-street and
off-street parking facilities, now, therefore,
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. A new Chapter 2.34 is hereby added to the
Winslow Municipal Code to be entitled "Parking Advisory Board"
and to read as follows:
Section 2.34.010 Parking Advisory Board Created -
Membership - Appointment. There is hereby created
a Parking Advisory Board for the City of Winslow,
hereinafter referred to as the Board. The Board
shall consist of seven voting members who shall be
appointed by the Mayor and confirmed by vote of
the City Council. At least five of the members
shall be either owners, operators or lessors of
commercial property in Winslow. Additionally, the
Chief of Police, ex officio, shall be a non-voting
member of the Board.
Section 2.34.020 Term of Office - Vacancies -
Removal. Three of those members first appointed
to the board shall be designated to serve two year
terms and four shall be designated to serve four
years. The terms for all subsequently appointed
members shall be four years. In the event of any
vacancy, the Mayor, subject to confirmation of the
City Council, shall make an appointment to fill
the unexpired portion of the term. A member may
be reappointed, and shall hold office until his or
her successor has been appointed and has quali-
fied. Members may be removed by the Mayor upon
consent of the City Council.

Section 2.34.030 Compensation - Support. Members
of the Board shall serve without co~npensation.
Necessary supplies and support staff shall be
provided by the City.
Section 2.34.040 Organization. The Board shall
select from its members a chairman and secretary,
and may establish its own rules, regulations and
procedures for the transaction of Board business,
consistent with the provisions of this chapter.
Section 2.34.050 Powers and Duties. The Board
shall serve in an advisory capacity only and shall
be responsible to the Mayor and the City Council.
The Board shall forward its recommendations to the
Planning Agency for review and comment prior to
reporting to the Council; provided that minor
recommendations or those matters outside the
purview of the Planning Agency may be referred
directly to the City Council. In its advisory
capacity, the Board shall:
Undertake such surveys, analyses and research as
are generally authorized or requested by the Mayor
or City Council, concerning parking within the
downtown area of the City and concerning parking
for ferry commuters.
B. Study the need for and make recommendations to the
Mayor and City Council regarding:
The impact of proposed development of property
within the City upon existing downtown parking
facilities and the need, if any, for new
parking facilities in the downtown area to
serve said development:
2. The need, if any, for new parking facilities
to serve ferry commuters.
3. The need for, and method of financing,
constructing and maintaining public parking
facilities within the City;
4. The establishment and collection of parking
fees for city parking facilities;
The establishment of local improvement
districts to pay the cost of parking facili-
ties or any part thereof.
Recommend to the Planning Agency and/or City
Council to hold public hearings on the above
matters.
Have such other powers and duties as may be
provided by resolution or ordinance of the City
Council from time to time.
Section 2.34.060 Transmittal of Minutes to City
Council. The secretary of the Board shall forward
a copy of all meeting minutes to the City Council
for the information of the Council.
Section 2. This ordinance or a summary thereof
consisting of the title shall be published in the official

newspaper of the City, and shall take effect and be in full force
five (5) days after the date of publication.
