AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON, AMEND-
ING SECTION 15.04.020(a) OF THE WINSLOW MUNICIPAL CODE
TO DELETE THE ADOPTION OF SECTION 3802 OF THE UNIFORM
BUILDING CODE, AMENDING SECTION 15.04.020(d) OF THE
WINSLOW MUNICIPAL CODE TO DELETE THE ADOPTION BY
REFERENCE OF SECTION 81.105 OF THE UNIFORM FIRE CODE,
ADDING A NEW SECTION 15.04.090 TO THE WINSLOW MUNICIPAL
CODE TO PROVIDE REQUIREMENTS FOR SPRINKLER SYSTEMS AND
HOSE STATIONS AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Winslow has deter-
mined that the replacement of certain sections of the Uniform
Building Code and Uniform Fire Code adopted in Chapter 15.04 of
the Winslow Municipal Code with new requirements regarding
sprinkler systems and hose stations will promote the health,
safety and welfare of the citizens of Winslow and provide more
rigorous standards for fire protection, now, therefore,
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 15.04.020(a) of the Winslow Municipal
Code is hereby amended to read as follows:
(a) Uniform Building Code, 1985 Edition, except Section
3802, and the Uniform Building Code Standards, 1985
Edition, as published by the International Conference of
Building Officials;
Section 2. Section 15.04.020(d) of the Winslow Municipal
Code is hereby amended to read as follows:
(d) Uniform Fire Code, 1985 Edition, except Section
81.105, and the Uniform Fire Code Standards, 1985
Edition, as prepared by the International Conference of
Building Officials and the Western Fire Chiefs
Association;
Section 3. A new Section 15.04.090 is hereby added to the
Winslow Municipal Code to read as follows:
15.04.090 Fire Protection Systems. Buildings within
the City of Winslow used for assembly, educational,
industrial, institutional, merchantile, storage, office
and multi-family dwelling purposes shall be equipped
with fire protection systems. The plans for all such
systems must be approved in advance of construction by
the City Building Official or the Washington State
Survey and Ratings Bureau. All sprinkler systems must
meet the following minimum requirements:

A. Sprinkler Systems Required.
1. A fully automatic sprinkler system designed,
installed and tested pursuant to NFPA No. 13 (Current
Edition) shall be installed in all new buildings in
excess of five thousand (5,000) square feet total floor
area.
2. A fully automatic sprinkler system meeting the
standards set forth in subsection 1 above may be
required by the Chief of the Fire Department or the
Officer in charge of the Fire Prevention Bureau for any
new building in the City, when, in the judgment of the
Chief or Officer, any of the following conditions exist:
hazardous operations, hazardous contents, critical
exposure problems, limited accessibility to the build-
ings, or other items which may contribute to definite
fire hazards.
B. Hose Stations Required.
1. Hose stations (standpipes) shall be required
in all new buildings in excess of ten thousand (10,000)
square feet.
2. ~ose shall be U.L. approved one and one-half
(1-1/2) inch diameter lined fire hose, at least
seventy-five (75) feet in length with an adjustable (fog
type) plastic shut off type nozzle.
3. Design, installation and testing of hose
stations shall comply with NFPA No. 14 (Current Edition)
with any exceptions stated herein.
4. Hose stations shall be "wet," that is, water
pressure shall be present at the individual station
valves at all times.
5. All hose fittings shall be National Standard
Thread, Higbee-Cut.
C. Conflicts.
In the event that any provision of this section
conflicts with any provision of the Uniform Building
Code or the Uniform Fire Code as adopted by the City of
Winslow, the more stringent (greatest protection)
provision shall apply.
D. Exceptions.
The Chief of the Fire Department, the Officer in
charge of the Fire Prevention Bureau and the City Build-
ing Official shall have the authority to grant excep-
tions to the provisions of this section. All such
exceptions must be in writing and shall be granted only
where the required sprinkler system or hose station
would create a safety hazard or cause damage to the
building's contents.
E. Existing Buildings.
1. Existing fully sprinklered buildings when
remodeled or added onto shall retain the feature of
being sprinklered in the remodeled or added on portion.
2. If, by expanding an existing building, the
resulting total structure falls within the coverage of
subsection (a) of this section, the entire structure
shall be fully sprinklered as required in subsections
(a)(1) or (2), whichever may apply.

Section 4. If any section, sentence, clause or phrase of
this ordinance should be held to be invalid or unconstitutional by
a court of competent jurisdiction, such invalidity or unconstitu-
tionality shall not affect the validity or constitutionality of
any other section, sentence, clause or phrase of this ordinance.
Section 5. This ordinance or a summary thereof consisting of
the title shall be published in the official newspaper of the City
and take effect and be in full force five (5) days after
publication.
