ORD 87-05 WATER SEWER FEESORDINANCE NO. 87-05 AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON, AMENDING SECTION D.4. OF ORDINANCE NO. 82-20 AND SECTION 13.16.060 OF THE WINSLOW MUNICIPAL CODE, PERTAINING TO WATER SEWER FEES, CHARGES AND RATES ANNUAL ADJUSTMENT WHEREAS, the Council of the City of Winslow believes an annual review of the water and sewer user fees, charges and rates is necessary prior to an annual adjustment; and WHEREAS, the water and sewer user fees, charges and rates annual adjustment will be based on the Seattle CPI-U, All Urban Consumers, as shown in the release from the Bureau of Labor Statistics; NOW, THEREFORE, the City Council of the City of Winslow, Washington, do ordain as follows: SECTION 1. That Section D.4 in Ordinance No. 82-20 and Section 13.16.060 of the Winslow Municipal Code be amended to read as follows: D. REGULATIONS AND PENALTIES APPLICABLE TO BOTH WATER AND SEWER SERVICE 4. Annual Review and Fee Adjustment All rates described in Section E of the Ordinance shall be subject to an annual review which may result in a fee adjustment beginning with the January 1st billing period of each year based on the Seattle Consumer Price Index, All Urban Users (CPI-U) for November of the preceding year as shown in the release from the Bureau of Labor Statistics. The January billing period for those rates based on meter readings will begin with the December 15th reading of the preceding year. The Seattle Consumer Price Index, All Urban Consumers for November, 1985, rate was 324.0 and for November, 1986, is 325.9. In calculating this annual adjustment the Utility Clerk shall subtract the prior year's CPI rate from this year's CPI rate and divide the answer by the prior year's CPI rate to arrive at the percent of increase/decrease. The existing utility rate is multiplied by the percent of increase/decrease and the adjustment amount is added to or subtracted from last year's rate. The Utility Clerk shall round off all final calculations to the nearest cent where the rate provides for cents and to the nearest dollar where the rate does not provide for cents. SECTION ~. This Ordinance shall become effective five (5) days after its posting or publication in the manner provided by law. PASSED BY THE CITY COUNCIL this 19th day of MARCH, 1987. ALICE B.
