ORDINANCE NO. 88-13
AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON ANNEXING
CERTAIN REAL PROPERTY CONSISTING OF THE SOUTH THREE QUARTERS
OF THE WEST QUARTER OF THE SOUTHEAST QUARTER OF SECTION 22,
LYING SOUTH OF SPORTSMAN CLUB ROAD AND NORTH OF HIGH SCHOOL
ROAD, ADJACENT TO THE PLAT OF COMMODORE, FIRST ADDITION,
SECOND ADDITION, TO SAID CITY PURSUANT TO THE 75% PETITION
METHOD PROVIDING FOR THE ASSUMPTION OF EXISTING INDEBTEDNESS,
ADOPTING A ZONING CLASSIFICATION AND FIXING THE EFFECTIVE
DATE OF ANNEXATION.
WHEREAS, the City of Winslow, Washington, received a
petition for annexation of certain real property, the legal
description of which is set forth below, and
WHEREAS, the City Council of the City of Winslow has
determined that the City will require the assumption of
existing City indebtedness by the area to be annexed, and
WHEREAS, the City Council fixed the date of November 20,
1986, as the date for the public hearing thereon and caused
due and proper notice of said hearing to be posted and
published as required by law, and
WHEREAS, the Kitsap County Boundary Review Board fixed
the date of April 16, 1987, as the date for their public
hearing, and the City of Winslow Land Use Administrator
submitted the proper forms as required, and
WHEREAS, the Kitsap County Boundary Review Board, on
April 21, 1987, voted not to invoke jurisdiction, now,
therefore,
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. There has been filed with the City Council
of Winslow, a Petition in writing signed by the owners of
more than 75% in value, according to the assessed valuation
for general taxation of the property for which annexation was
petitioned; that said Petition set forth the fact that the
City Council of the City of Winslow required the assumption
of City indebtedness by the area requested to be annexed;
that prior to the filing of said Petition the City Council
had indicated the tentative approval of such annexation; and
that Petitioners further understood the proposed zoning of
said area proposed for annexation would be as shown on the

comprehensive plan.
Section 2. Thursday, November 20, 1986, was set as a
date for public hearing on said Petition; Notice of such
hearing was published in the Bainbridge Review, a newspaper
of general circulation in the City of Winslow. Notice of
such hearing was also posted in three public places; In
addition, notices were posted on High School Road and
Sportsman Club Road within the territory proposed for
annexation. Said Notice specified the time and place of such
hearing and invited interested persons to appear and voice
approval or disapproval of the annexation.
Section 3. The territory proposed by said Petition to
be annexed to said City of Winslow is situate in the County
of Kitsap in the State of Washington, is contiguous,
proximate and adjacent to the present corporate limits of
said City, and is more particularly described in Exhibit "A"
attached hereto and incorporated in full by this reference.
Section 4. The territory set forth in this ordinance
and for which said Petition for Annexation is filed, should
be and is hereby made a part of the City of Winslow.
Section 5. Pursuant to the terms of the Annexation
Petition, all property within this territory annexed hereby
shall be assessed and taxed at the same rate and on the same
basis as property within the City, including assessment or
taxes in payment of any bonds issued or debts contracted
prior to or existing at the date of annexation.
Section 6. Said area hereby annexed shall be zoned
medium density single family, 12,500 square feet, pursuant to
the City Code of the City of Winslow and designated on the
Official Zoning Map and, the same shall receive a zoning
classification in conformance with the comprehensive plan.
Section 7. The area annexed hereby shall become a part
of the City of Winslow and this ordinance shall take effect
and be in force five days from the date of publication.
