ORD 88-26 REDUCING THE SIZE OF FACADE SIGNSRevised 11-30-88 ORDINANCE NO. 88- 26 AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON, AMENDING THE WINSLOW MUNICIPAL CODE SECTION 15.08, ENTITLED SIGN CODE REDUCING THE SIZE OF FACADE SIGNS, AND FREE STANDING GROUND SIGNS AND ELIMINATING FREE STANDING ELEVATED SIGNS AS A PErmITTED USE. WHEREAS, the City Council of the City of Winslow, Washington, has determined that the present sign code should be amended, and WHEREAS, the City Council of the City of Winslow, Washington, finds that this ordinance is in the best interest of the public health, safety, and welfare of the citizens of the City of Winslow, Washington, and THEREFORE, the Mayor and the City Council of the City of Winslow, Washington, do ordain changes to the Winslow Municipal Code to read: Section 1. Winslow Municipal Code section 15.08,020, Definitions, subsection 15, is hereby amended to read: 15. "Facade sign" means any sign which is erected (including painted) on the wall of a building or other structure, whose face is generally parallel to that wall or other structure and whose face does not extend outward more than twelve inches in a direction perpendicular to that wall or other structure. The maximum total surface area of the sign shall be ten percent of the area of the wall on which the sign is to be erected up to a maximum of one hundred square feet. In commercial zones the applicant may choose an alternative maximum total surface area equal to one square foot for each lineal foot of street frontage possessed by the site on which the sign is to be erected up to a maximum of one hundred square feet. Section 2. Winslow Municipal Code section 15.08.020, definit- ions, subsection 18, is hereby amended to read as follows: 18. "Freestanding ground sign" means a sign supported by one or more uprights, poles or braces in or on the ground, and not supported by a building, the base of which sign is no more than twelve inches above the elevation of the adjacent street or sidewalk and the highest point of which is no more than five feet above the elevation of the adjacent street or sidewalk. Freestanding ground signs must be erected such that no portion Of either the sign or its supporting structure projects into or over the street or sidewalk. The surface area of a freestanding ground sign shall not exceed twenty square feet on any single side nor a total surface area of forty square feet. No freestanding ground sign shall be located closer than one hundred feet to any other freestanding sign on the same lot. Section 3. Winslow Municipal Code Section 15.08,020, definitions, subsection 17, is hereby amended as follows: 17. Subsection 17, is deleted. Section 4. Winslow Municipal Code Section 15.08,020, definitions, subsection 22, is amended as follows: 22. Section 22, is deleted. Section 5. Winslow Municipal Code Section 15.08.020, is hereby amended to add a new section as follows: Sandwich Board sign - A sign which consists of 2 panels hinged or attached at the top or side, designed to be moveable and stand on the ground. The surface area of the sign cannot exceed 6 square feet per side. Sandwich Board signs may not be displayed within 5 feet of the public right-of-way or on the public right-of-way. Section 6. Winslow Municipal Code Section 15.08.030, prohibiting signs is hereby amended to add 2 new subsections: H. "Freestanding elevated sign", means a sign supported by one or more uprights, poles, braces, in or on the ground and which is not sup- ported by a building, the lowest point of which sign is more than five feet above the elevation of the adjacent street or sidewalk. I. "Internally illuminated sign", means any sign designed to give forth artificial light by virtue of a light source contained within and covered by the face of the sign. Section 7. Winslow Municipal Code Section 15.08..140, is hereby amended to read as follows:- C. No sign shall be permitted on the public right-of-way. shall be permitted except in conformity with the provisions of this chapter. Section 8. Winslow Municipal Code Section 15.08,170, Erection in Commercial or Industrial Zone, is hereby amended to read: 15.08,170. No more than two signs per business or industry per street frontage shall be permitted in any commercial or industrial zone. The total number of square feet for both signs shall not be greater than the maximum number of square feet allowed for the smaller (most restrictive) of the two signs. No sign Section 9. This ordinance or a summary of the title shall be published in the official newspaper of the City of Winslow, Washington, and shall take effect and be in full force five (5) days after pub- lication.
