ORD 88-30 SIGN CODEORDINANCE NO. 88-30 AN ORDINANCE OF THE CITY OF WINSLC~, WASHINGTON, ~ING THE WINSLOW MUNICIPAL CODE S~CTION 15.08, ENTITI.FD SIG~ CODE, DEFINING AND PROHIBITING LIGHTED SIGNATURE ACCENT SIGNS AND AMENDING THE DEFINITION AND REGULATION OF BANNER SIGNS. WHEREAS, the City Council of the City of Winslow, Washington, has determined that the present sign code should be amended, and WHEREAS, the City Council of the City of Winslow, Washington, finds that this ordinance is in the best interest of the public health, safety, and welfare of the citizens of the City of Winslow, Washington, now THEREFORE, the Mayor and the City Council of the City of Winslow, Washington, do ordain changes to the Winslow Municipal Code to read: Section 1. Winslow Municipal Code section 15.08.030, Prohibited Signs is hereby amended to add the following new subsection: J. "Lighted Signature Ascent Signs" means any internally illuminated feature placed on the exterior of a building roof, or structure to call attention to the building or structure or product sold within the building or structure. Light bars, strips, cuppolas, outlining and similar displays are examples of lighted signature accent signs. Section 2. Winslow Municipal Code section 15.08.020, definitions, subsection 5, "Banner Sign" is hereby amended to read as follows: (5). "Banner Sign" means a sign Fade of fabric and designed to be displayed between two supports. A banner sign Fay be displayed for a maximum of two (2) periods of fourteen (14) days each within any calendar year, provided that the two (2) periods are not within a thirty (30) day period. Banner signs shall be exempt from permit fees and plan check fees; however, a permit shall be required per section 15.08.040. Conmunity-based non-profit groups may display banner signs off-premises but must present written permission for such display from the property owner of record. All banner signs displayed by for-profit uses must be displayed on the premises Of the business or organization. Section 3. Tnis ordinance or a sunmary of the title shall be published in the official newspaper of the City of Winslow, Washington, and shall take effect and be in full force five (5) days after publication.
