ORDINANCE NO. 89-14
AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON, ADOPT-
ING TO CHAPTER 13.10 CERTAIN REVISIONS OF THE WINSLOW
MUNICIPAL CODE AS TO THE LOCATION OF FIRE HYDRANTS AND
TO CHAPTER 15.04 AS TO STANDPIPES
WHEREAS, the City Council has determined that present fire
protection ordinances for the City of Winslow should be amended,
and
WHEREAS, the City Council finds these amendments are in the
best interests of the public health, safety and welfare, now,
therefore,
The Mayor and City Council of the City of Winslow, Washington,
do ordain changes to the fire protection ordinances of the Winslow
Municipal Code as follows:
Section 1. Section 13.10.045 entitled New Installation Procedures,
of the Winslow Municipal Code, is amended to add two new sub-
sections as follows:
F. With respect to commercial, and industrial and/or
multi-family construction only, no conventional or
stick construction shall be permitted to start until
all hydrants required for such improvements are placed
in service and tested by the Fire Department.
G. When any new hydrant is installed in the vicinity
of a ditch which would hinder fire suppression opera-
tions, the hydrant must be centered near a ten (10) foot
section of culvert for purposes of ready access to
equipment.
Section 2. Section 13.10.060 E entitled Location, of the
winslow Municipal Code, is amended to add a new sentence
(underlined here only for identification) so when amended it
shall read in its entirety:
E. The city engineer may allow buildings having re-
quired fire flows of less than two thousand five hundred
GPM's to have fire hydrants on one side of the building
only, provided there shall never be less than two fire
hydrants for any building larger than five thousand
square feet in first floor area including covered parking

and stcrage. When the required fire flow is over two
thousand five hundred GPM's the fire hydrants shall be
served by a main which loops around the building or
complex of buildings and reconnects back into a
distribution supply main, and said hydrants s'hall be
located as designated by the city engineer. Location
for the installation of fire hydrants shall be mutually
acceptable to the fire department and the city.
Section 3. Section 13.10.060 F entitled Location, of the
Winslow Municipal Code, is amended to read in its entirety (new
portions underlined here only for identification):
F. The number of fire hydrants shall be determined
on an average spacing of three hundred thirty feet
computed on an imaginary line parallel to and not less
than fifty feet from the structure. All hydrants are
to be accessible to fire department pumpers over
paved roads capable of supporting such fire apparatus.
The fire chief shall determine the location of the
hydrants based upon a determination of utility, to-
pography and building location. Minor deviation of the
hydrant distance from the building may be granted by
the Fire Department and the city.
Section 4. Section 15.04,090 entitled Fire Protection Systems,
of the Winslow Municipal Code, is amended with respect to sub-
section B only, so that when amended it shall read in its
entirety (new language is below underlined for identification
only):
15.04.090...
B. Hose Stations or Standpipes Required.
1. Hose stations or standpipes shall be
required in all new buildings in excess
of ten thousand square feet.
2. Hose shall be U.L. approved one and
one-half-inch-diameter lined fire hose,
at least seventy-five feet in length with
an adjustable (fog-type) plastic shut-off
type nozzle.

3. Design, installation and testing of
hose stations or standpipes shall comply
with NFPA No. 14 (Current Edition).
4. Hose stations shall be "wet," that is,
water pressure shall be present at the
individual station valves at all times.
5. All hose fittings shall be National
Standard Thread, Higbee-Cut.
Section 5. This ordinance or a summary thereof consisting
of the title shall be published in the official newspaper of the
city and shall take effect and be in full force five (5) days
after publication.
