ORD 89-24 ADOPT REVISIONS TO THE OFFICIAL PLANS, MAPS, SYSTEMS FOR WATER, STREETROC:sk To Be considered: Revised: 9/27/89 4/20/89 ORDINANCE NO. 89-24 AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON ADOPTING REVISIONS TO THE OFFICIAL PLANS, MAPS OR SYSTEMS OF THE CITY FOR WATER, STREETS, STORM DRAINAGE, SANITARY SEWER, AND RIGHTS-OF-WAY, AND TO AMEND THE EXISTING CODE SO AS TO SUPERCEDE INCONSISTENT PROVISIONS. WHEREAS, the City Council has determined that present Water, Streets, Storm Drainage, Sanitary Sewer, and Rights- of-Way, plans, maps, and systems be amended, and WHEREAS, the City Council finds these amendments are in the best interest of the public health, safety, and welfare, now therefore, THE MAYOR AND CITY COUNCIL of the City of Winslow, Washington, do ordain changes to the standard specifications as follows: Section 1. The Comprehensive Sidewalk Plan and map of the City of Winslow as set forth or adopted in Winslow Municipal Code Section 12.28.010, as ameded, is herewith further amended to adopt those specified changes contained in the West End Infrastructure Plan prepared by Roats Engineers dated March , 1989 (Job Number 89-9516), which shall affect portions of Sections 22 and 27 of Township 25 North, Range 2 East W.M. within Kitsap County and the City of Winslow, and more particularly identified as those areas bounded by Wyatt Way, High School Road, Lovell Avenue, and Weaver Road to the westernmost city limits south of Wyatt Way. Section 2. The official Street Map of the City of Winslow as set f~rth or adopted in Winslow Municipal Code Sections 12.30.020 and 030, as amended, are herewith further amended to adopt those specified changes contained in the West End Infrastructure Plan prepared by Roars Engineers dated March , 1989, (Job number 89-9516), which shall affect portions of Sections 22 and 27 of Township 25 North, Range 2 East W.M. within Kitsap County and the City of Winslow, and more particularly identified as those areas bounded by Wyatt Way, High School Road, Lovell Avenue, and Weaver Road to the westernmost city limits south of Wyatt Way. Section 3. The official Storm and Surface Water Plan and map ~f the City of Winslow as set forth or adopted in Winslow Municipal Code Section 13.24.020, as amended, is herewith further amended to adopt those specified changes contained in the West End Infrastructure Plan prepared by Roats Engineers dated March , 1989, (Job number 89- 9516), which shall affect portions of Sections 22 and 27 of Township 25 North, Range 2 East W.M. within Kitsap County and the City of Winslow, and more particularly identified as those areas bounded by Wyatt Way, High School Road, Lovell Avenue, and Weaver Road to the westernmost city limits south of Wyatt Way. Section 4. The official City Water System of the City of Winslow is set forth and defined in Winslow Municipal Code Section 13.04.050, as amended, is herewith further amended to adopt those specified changes contained in the West End Infrastructure Plan prepared by Roats Engineers dated March , 1989 (Job number 89-9516), which shall affect portions of Sections 22 and 27 of Township 25 North, Range 2 East W.M. within Kitsap County and the City of Winslow, and more particularly identified as those areas bounded by Wyatt Way, High School Road, Lovell Avenue, and -1- Weaver Road to the westernmost city limits south of Wyatt Way. Section 5. The official City of Winslow Sewer Facilities Plan is herewith further amended to adopt those specified changes contained in the West End Infrastructure plan prepared by Roats Engineers dated March , 1989 (Job number 89-9516), which shall affect portions of Sections 22 and 27 of Township 25 North, Range 2 East W.M. within Kitsap County and the City of Winslow, and more particularly identified as those areas bounded by Wyatt Way, High School Road, Lovell Avenue, and Weaver Road to the westernmost city limits south of Wyatt Way. Section 6. A copy of the above West End Infrastructure Plan as identified shall be filed and maintained by the City Clerk as a part of the official records of the city. Section 7. This ordinance or a summary thereof consisting of the title shall be published in the official newspaper of the city and shall take effect and be in full force five (5) days after publication. CONOLEY, City FILED WITH CITY CLERK: 4/14/89 PASSED BY THE CITY COUNCIL: September 21, 1989 PUBLISHED: October 4, 1989 ORDINANCE NO. : 89-24 Revised 9/1/89 9/18/89 9/27/89 WEST END INFRASTRUCTURE POLICY This policy statement covers the area bounded on the east by Lovell Avenue, on the west by Weaver Road, on the north by High School Road, and on the south by Wyatt Way, with the exception of properties fronting High School Road. (See West End Infrastructure Plan for actual area). This policy and plan is not intended to prohibit development that does not violate this plan's objectives for rights-of- way, sewer, water, and storm drain. The need for this policy and plan is apparent from the random pattern of short platting and home building that has occurred within this area resulting in a series of substandard dead- end streets, very little, if any, defined storm drainage, and long undersized water lines often beyond the reach of fire hydrants. There are also on-site sewage disposal systems due to the absence of available sewer lines in part of the area. The City has perceived the need for dedicated rights-of-way in the subject area along with water mains, storm drainage, and sewer facilities before development makes it impossible to do so. Therefore, the City policy shall be as follows: ROAD RIGHT-OF-WAY Dedicated right-of-way, 40' wide, should be acquired on a north/south midline as shown on the Winslow West End Infrastructure Revised Street Plan. A 20' utility easement should extend beyond both ends of the midline right-of-way south to Wyatt Way and north to the centerline of Horizon Place. The midline right-of-way should be accessed from Weaver by either enlarging to 40' the 30' easement already in place from the midline to Weaver Road, or as an alternate, a 40' right-of-way from Weaver to midline that lines up with upper Wallace shall be dedicated. These streets should be developed by property owners in accordance with requirement in WMC 12.32.040 (D), entitled "Unopened Rights-of-way." If and when the acreage at the SW corner of Wyatt Way and Weaver Road is developed, and the developer plans public roads within this parcel, the City may consider vacating the existing 30' right-of-way if the developer dedicates a spur road which will connect the north/south midline road through the development's streets to Weaver Road. -1- It shall be City policy not to accept substandard roads as public right-of-way and not to develop or improve substandard roads at the City's expense. Property owners should be informed of this when applying for development approval, short platting, building permits and etc... No private water lines shall be constructed or installed in any City owned right-of-way or any City controlled easement. SEWER A sewer line should be installed on midline right-of-way, and on the 20' easements extending from the north to the south end. Properties east of midline right-of-way were already assessed for the sewer on Lovell Avenue and should not be subject to further sewer assessment. Properties that cannot gravity flow to the Lovell Avenue sewer should connect to midline sewer. Participation charges are applicable. Septic systems should not be permitted as per the City ordinance, however a grace period of 2 years, after the midline sewer is installed, should be allowed. The midline sewer will be constructed at City expense. An LID could be formed or developer extensions allowed when and if the sewer line on Weaver is needed. All properties west of the midline shall be included in the LID except Rotary Field. Any development west of the midline will require construction of a sewer line at the expense of the property owner. The sewer line will be built to city specifications extending the full length of the property. A delayed benefit charge should be assessed against properties west of Weaver Road. WATER An 8' water main should be installed on Lovell Avenue from High School Road to Wyatt Way to replace present undersized line at City expense as per our comprehensive water plan. A 6' ductile iron line should be installed on midline right- of-way connecting at the south end to the Wyatt Way line. This line will run north to the north boundary of Rotary Field then west in the 20' easement to Weaver Road to connect to the projected line on Weaver Road. This will complete a looped system. The midline water line will be financed by owners as they develop their land, and will utilize delayed benefit charges for additional property owners. Property not abutting on Lovell Avenue shall be served by water lines constructed to City standards as to size and material. An 8' line should be constructed on Weaver Road to be paid for by -2- an LID. All properties west of the midline except Rotary Field will be included in the LID. Any development west of the midline will require construction pf a water line at the expense of the property owner. The water line will be built to city specifications extending the full length of the property. Parcels west of Weaver Road will be assessed a delayed benefit charge when they connect. STORM DRAINAGE A temporary storm drainage swale or open ditch should be installed in the midline right-of-way and the easement draining to Wyatt Way. This temporary system shall be installed by the City at the time the sewer is installed. Individual properties shall conform to the City of Winslow Storm Drainage Plan when they develop or plat. All lots when developed shall direct their storm water runoff into this system when permitted by gravity to do so. True "On-Site" detention systems which produce no runoff off-site may be allowed.
