REQUIRING SAID PROPERTY TO BE ASSESSED gD TEED
AT THE SAME RATE gD BASIS AS OTHER PROPERTY WITHIN
SAID CITY, PROVIDING FOR CITY ZONING TO BE DESIGNATED
IN THE OFFICIAL ZONING MAP, gD FIXING THE EFFECTIVE
DATE OF gNEXATION.
WHEREAS, the City.of Winslow, Washington, receAved a petition
for annexation of'.certain real property, the legal
description of which is set forth below, and
WHEREAS, the City Council of the City of Winslow has
determined that the City will require the assumption of
existing city indebtedness by the area to be annexed, and
WHEREAS, the City Council fixed the-date of March 2, 1989, as
the date for public hearing thereo~ and caused due and proper
notice of said hearing to be posted and published as required
by law, and
WHEREAS, said proposed annexation was reviewed and no
jurisdiction invoked before the Kitsap County Boundary Review
Board at its regular meeting in April 20, 1989; and,
WHEREAS, said Kitsap County Boundary Review Board has waived
the requirement of hearings on this matter, now, therefore,
THE MAYOR AND CITY COUNCIL OF THE CITY OF WINSLOW,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. There has been filed with the City Council of the
City of Winslow, a Petition in writing sj. cned by the owners
of more than 75% in value, according to the assessed
valuation for general taxation of the property for which
annexation was petitioned; that said Petition set forth the
fact that the City Council of the City of Winslow, required
the assumption of City indebtedness by the area requested to
be annexed; that prior to filing of said Petition, and that
Petitioners further understood the proposed zoning of said
area proposed for annexation would be Single Family
Residential, 15,000 square feet.
Section 2. March 2, 1989, was set as a date for public
hearing on said Petition; notice of such hearing was
published in the Bainbridge Review, a newspaper of general
circulation in the City of Winslow; notice of such hearing
was also posted in three public places within the territory
proposed for annexation; and said notice specified the time
and place of such hearing and invited interested persons to
appear and voice approval or disapproval of the annexation.
Section 3. The territory proposed by said Petition to be
annexed to said City of Winslow, is situate in the County of
Kitsap in the State of Washington, is contiguous, proximate

and adjacent to the present corporate limits of said City,
and is more particularly described in Exhibit "A" Legal
Description, and Exhibit "B" Map, attached hereto and
incorporated in full by this reference.
Section 4. The territory set forth in this ordinance and for
which said Petition for Annexation is filed, should be and is
hereby made a part of the City of Winslow.
Section ~. Pursuant to the terms of the Annexation Petition,
all property within this territory annexed hereby shall be
assessed and taxed at the same rate and on the same basis as
property within the City, including assessment or taxes in
payment of any bonds issued or debts contracted prior to or
existing at the,date of annexation.
Section 6. Said area hereby annexed shall be zoned Single
Family R~sidential, 15,000 square feet, pursuant to the City
Code of the City of Winslow, and the same will be officially
designated on the Official Zoning Map and, the same shall be
in accordance with the comprehensive plan of said city.
The developers o e with
all Winslow Municipal Codes and Ordinances in effect.at the
time of development and further agrees to participate in a
Local improvement District, if so formed, for Ferncliff
Avenue improvements and will not protest same.
Section 8. The area annexed hereby shall become a part of
the City of Winslow and this Ordinance shall take effect and
be in full force on the fifth day after publication of this
ordinance as provided by law.

That portion of the Northwest quarter of the Northeast
quarter of Section 26, Township 25 North, Range 2 East, W.M.,
Kitsap County, Washington lyin~ North of the North line of
the South one-half of the South one-half of the Northwest
quarter of the Northeast quarter of said Section 26 and East
of the Easterly right of way of Ferncliff Ave. NE, EXCEPT the
North 508 feet of the West 208 feet of said Northwest quarter
of the Northeast quarter.
Also the South 4 acres of lots 23 and 24 of the Plat of
Din~ley's First Addition to Yeomalt Point as recorded in
Volume 3 Pa~e 13 of plat records of said Kitsap County and
situate in the Southwest quarter of the Southeast quarter of
Section 23, Township 25 North, Range 2 East, W.M., Kitsap
County, Washington.
