AN ORDINANCE of the City of Winslow, Washington,
declaring the intent of the City Council to annex
the City of Winslow into the Kitsap County Rural
Library District; requesting the Board of
Trustees of the District to concur in the
annexation; and requesting the Kitsap County
Board of Commissioners to call a special election
on the question of whether the City of Winslow
should be annexed into the District.
WHEREAS, the City of Winslow, which has a population of
100,000 or less and lies contiguous to the Kitsap County Rural
Library District, may become part of the District pursuant to
the provisions of Chapter 27.12 RCW; and
WHEREAS, the question of whether the unincorporated
territory of Bainbridge Island should be annexed to the City of
Winslow was submitted to the voters of that unincorporated
territory at a special election held on November 6, 1990; and
WHEREAS, according to the unofficial results of the special
election, the annexation of the unincorporated territory of
Bainbridge Island to the City of Winslow was approved by a
majority of the votes cast on the proposition at the special
election; and
WHEREAS, the City Council finds that the public interest
will be served by the annexation of the City of Winslow into
the Kitsap County Rural Library District; and
WHEREAS, in accordance with RCW 27.12,360, the State
Librarian has been notified of the City Council's consideration
of this ordinance; now, therefore
THE CITY COUNCIL OF THE
ORDAIN AS FOLLOWS:
CITY OF WINSLOW, WASHINGTON, DO
Section 1. The City Council declares its intent to annex
the City of Winslow into the Kitsap County Rural Library
District and finds that the public interest will be served by
the annexation of the City of Winslow into the District.
Section 2. The Board of Trustees of the Kitsap County
Rural Library District is requested to concur in the annexation
at its regular meeting on November 21, 1990, and to transmit

notice of such concurrence to the Kitsap County Board of
Commissioners on or before November 26, 1990.
Section 3. Upon concurrence of the Board of Trustees of
the Kitsap County Rural Library District, the Kitsap County
Board of Commissioners is requested to adopt a resolution at
its regular meeting on December 10, 1990, calling a special
election in the City of Winslow on February 5, 1991, on the
annexation of the City of Winslow into the District.
Section 4. The proposition to be submitted at the special
election shall be in the form of a ballot title as follows:
Shall the City of Winslow, Washington, be annexed
to and be a part of the Kitsap County Rural Library
District?
Yes No
Section 5. The City Clerk is authorized and directed
immediately after passage of this ordinance to send a certified
copy of this ordinance to the Board of Trustees of the Kitsap
County Rural Library District, the Kitsap County Board of
Commissioners and the Kitsap County Auditor.
Section 6. This ordinance shall take effect and be in
force five days from and after its passage, approval,
publication and posting as required by law.
