ORD 91-33 AMEND 1991 BUDGETORDINANCE No. 91 -3-3
AN ORDINANCE OF THE CITY OF WINSLOW AMENDING THE 1991
BUDGET ORDINANCE NO. 90-32 AND PROVIDING FOR RESOURCES
AND USES NOT FORESEEN AT THE TIME THE 1991 BUDGET WAS
ADOPTED.
WHEREAS, on December 16, 1990, the City Council adopted the budget
for 1991 by Ordinance 90-32; and
WHEREAS, Ordinance 90-32 was previously amended on March 14, 1991,
by Ordinance 91-15 in order to make provision for additional revenues and
expenditures resulting from the annexation for all of Bainbridge Island; and
WHEREAS, prior estimates of revenues and expenditures incorporated
into the 1991 budget were made prior to any of the City's staff or advisors
having experience with an annexation of the size that occurred on
March 1, 1991; and
WHEREAS, significant changes, including establishment of an
initial labor agreement, effects of the Growth Management Act, and receipt
of several grants, have occurred since annexation which require changes in
the expenditures needed; now, therefore,
THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON,
DO ORDAIN AS FOLLOWS
SECTION 1. Ordinances 90-32 and 91-15 and the 1991 budget are each
amended hereby as set forth on Exhibit A, attached hereto.
SECTION 2. The City's Finance Director is hereby authorized and
directed to make the necessary and appropriate changes to the 1991
Budget as authorized by this ordinance. A copy of this ordinance shall
be transmitted to the Division of Municipal Corporations in the Office
of the State Auditor and to the Association of Washington Cities.
SECTION 3. Any acts made consistent with the authority and prior to
the effective date of this ordinance are ratified and confirmed.
SECTION 4. This ordinance shall take effect and be in force five days
from and after its passage, approval, publication and posting as
required by law.
