ORD 93-17 PETTY CASH FUNDORDINANCE No. 93 - 17
AN ORDINANCE OF THE CITY OF BAINBRIDGE ISLAND TO
ESTABLISH AND SET LIMITS FOR A PETTY CASH FUND.
WHEREAS, the City of Bainbridge Island has, for many years had
a policy establishing a petty cash fund for the purpose of making change and
reimbursing small expenditures; and
WHEREAS, over the past 25 years or so, the amount of the fund
and the maximum limit for reimbursement have needed to be changed from time
to time, and in fact, need to be increased at this time; and
WHEREAS, the Washington State Auditor's Office requires that
that the City Council establish such funds and such limits by ordinance or
resolution; however because prior.changes have been set by resolution, there
is not as clear a reference as there would be by if they were set by
ordinance, now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON, DO ORDAIN AS FOLLOWS :
SECTION 1. NEW CHAPTER. There is added to Title 3 of the Bainbridge Island
Municipal Code a new chapter entitled "Petty Cash" containing the provisions
set out in Sections 2 through 4 of this Ordinance.
SECTION 2. PETTY CASH FUND. There shall be established within the Current
Expense Fund of the City a separate sub -fund, entitled the Petty Cash Fund,
for the purposes of making change and reimbursing small expenditures. In
order to reduce the amount of funds requiring control, the Petty Cash Fund
shall be under the control and authority of the person primarily responsible
for accepting and receipting payments from the public. The Petty Cash Fund
shall be reconciled and replenished at least monthly, and shall be audited
periodically by someone who does not normally have access to the money
involved.
SECTION 3. LIMITS. The Petty Cash Fund shall be established in the amount
of $300.00; and no reimbursement amount shall exceed $25.00. Personal cash
advances shall not be made from the Petty Cash Fund.
SECTION 4. POLICY. The City Council shall adopt by resolution a policy
governing use of the Petty Cash Fund and restrictions on disbursements from
it. Changes to the policy must be approved by the City Council.
SECTION 5. This ordinance shall be in full force and effect five days after
its passage, approval, publication, and posting as required by law.
