ORD 94-16 RENTAL FEES CHARGED BY THE CITYORDINANCE NO. 94 - 16
AN ORDINANCE of the City of Bainbridge Island, Washington,
relating to rental fees charged by the City; adding a new Section
1.28.015 to the Bainbridge Island Municipal Code.
WHEREAS, the City Council has determined that it is in the best interests of the City
to charge a fee for the rental of facilities owned by the City; now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DO ORDAIN as follows:
Section 1. There is added to the Bainbridge Island Municipal Code a new Section
1.28.015 to read as follows:
1.28.015 Rental fees charged. The city shall charge an appropriate rental
fee for the use of facilities owned by the city in the amount established by the city
by resolution.
Section 2. This ordinance shall take effect and be in force five days from and after
its passage, approval and publication as required by law.

Facility Rental Guidelines
INTRODUCTION:
The Bainbridge Island Commons ("Commons"), a City -owned community facility, houses a
community multi-purpose room, as well as the Bainbridge Island Senior Community Center and
the Bremerton/Kitsap County Health District Clinic. Both the Senior Center and the Health
District operate under a revised or new lease with the City. Copies of the lease agreements are
filed with the City Clerk.
PURPOSE:
To clarify the City's commitment to community usage of the facility.
POLICY:
The City is committed to ensuring -that the Commons may be enjoyed by the entire community.
This usage includes non-profit organizations as well as private groups.
SCHEDULING:
Reservations: Scheduling will be coordinated by City staff. It is required that requests for the
multi-purpose room be made sixty (60) days in advance of the anticipated event. Requests may
be made by calling City Hall at 842-2545. Upon confirmation of the request, a rental agreement
must be completed. Each month's schedule will then be posted at City Hall and the Commons.
Unscheduled Time: By the first of each month, the next month's schedule will be forwarded
to the Director of the Senior Center. The Senior Center may then utilize any unscheduled times.
The Senior Center is welcome to make special event reservations in advance of this timeline as
well.
NOTE: The City reserves the multi-purpose room every Thursday night beginning at 4:30
p.m. Additionally, in the event of extenuating circumstances, the City and the Rotary Club
of Bainbridge Island reserve the right to pre-empt any meeting or activity. Preference will
also be given to the original contributors to the Commons.
RENTAL RATES:
The two categories of rental rates are commercial/private and non-profit. A damage deposit of
$200 is required with application for the multi purpose room only. The deposit will be
refunded, unless there are damages to the premises or any City property. The issuance of a
refund check may take a minimum of four weeks. Additionally, a processing fee of $10 shall
be withheld for any cancellation.

Rental fees will not be charged to the City, any original contributor to the Commons and those
governmental agencies which do not charge fees to the City for rental of their facility.
RENTAL RULES:
1. All groups must leave the facility in a satisfactory condition.
2. Any event that is attended by any person under the age of eighteen years will require
special permission from the City. The City will determine the number of chaperones
needed for such event and the applicant must provide the necessary chaperones for such
event.
3. Smoking is not allowed in the building.
4. Liquor shall be allowed, if applicant obtains a permit or license from the State Liquor
Control Board and permission from the City for any one event.
5. Candles or any type of open flame are strictly forbidden.
MAINTENANCE:
The maintenance of the multi-purpose room will be provided by the City of Bainbridge Island -
Public Works Department. The buildings for the Senior Center and the Health Clinic will be
maintained by the respective parties in accordance with their leases.
PARKING:
The City will strictly enforce all parking regulations.
VIOLATIONS OF ANY OF THE ABOVE REGULATIONS MAY PROHIBIT FUTURE USE OF THE COMMONS.

The undersigned hereby makes application to the City of Bainbridge Island for use of facilities descrlbed above and
certitles that the Information In the application Is correct The undersigned agrees to exercise the utmost care N the
use of the Bainbridge Island Commons premises and property and hold the City of Bainbridge Island, Its officers, employ-
ees, and agents, harmless from all damages, liabilities, Injuries or losses to persons or property resulting from use of
the facilities. The applicant agrees to adhere to all rules and regulations on this form and In the rental guidelines.
1. A completed facility application and damage deposit are required before any meeting room area my be booked.
A $10-00 processing fee will he charged for all cancellations of the multi-purpose room Damage deposit refund checks
are processed through the qty of Bainbridge after your event. Issuance of the check takes approximately four weeks
and will be sent to the address of the'person N charge" listed an your application unless otherwise notified. Application
for room rental may be made for a maximum of one year In advance only. A new applicatlon must be Hied each calendar
year.
L Applicants must provide adequate chaperones, as determined by the City for any function that Is attended by
any person under the age of 18 years. H liquor will he served, applicant must obtain permit or license from the state
Liquor Control Board and City permission.
3. All groups must leave the facility In a condition considered satisfactory. No one Is allowed to affbt anything to
celMgs or wags without permission from the City. Any organttation damaging er destroying City propertles will be held
responsible for cost of repairs or replacement. The Common's chalrs and tables are to be erected and stored by the
group using the facility. In the event of damages or cleaning being required, applicant will accept the City's estimate of
the amount of same.
4. In comp0ance with the IOtsap County RPO District and the 10tsap County Fire Marshall, the use of candles and/or
any type of open Dames Is strictly forbidden.
5. CLEANING PROCEDURES: The orgatdiatlon Is responsWie to clean and leave the faclEy In same condition as when
it arrived. This Includes RESTROOMS and PARKING LOT. The cost of any cleaning or repairs that require City of gain -
bridge Island personnel will be charged to the organtzation. AB cleaning must be done Immediately after the event. Place
all trash In the dumpster located In the rear of the facility. Garbage can Mers, brooms, mops, and buckets are provided
by the City of Bainbridge Island. Detergent must be used with water to mop the floors. RETURN ALL TABLES AND CHAIRS
TO THEIR ORIGINAL STORAGE AREA.
