RES 2006-05 CIRCULATION & ACCESS RECOMMENDATIONS (W/T)RESOLUTION NO. 2006-05
A RESOLUTION of the City of Bainbridge Island, Washington,
Accepting the report, "Circulation and Access
Recommendations" prepared by Charlier
Associates.
WHEREAS, the City adopted a Comprehensive Plan on September 1, 1994, which has
subsequently been amended; and
WHEREAS, the Comprehensive Plan identifies Winslow as the Island's center for
culture and commerce; and
WHEREAS, in accordance with Policy W 1.7 of the Comprehensive Plan the City
undertook the development of a master plan for Winslow; and adopted Ordinance 98-11, on May
21, 1998 to amend the City's Comprehensive Plan to incorporate recommendations in the
Winslow Master Plan; and
WHEREAS, in recognition of the community's desire to refine the vision of the
Winslow Master Plan and proactively plan for change in downtown Winslow, the City initiated
the citizen -driven Winslow Tomorrow planning process in the summer of 2004; and
WHEREAS, it was determined as part of the Winslow Tomorrow process that revisions
to the City's circulation, and parking policies and regulations were necessary to support
sustainable and environmentally sensitive growth and reinvestment in Winslow; and
WHEREAS, On November 16, 2005, the Winslow Tomorrow Community Congress
presented its final report and recommendations to the City, and the City Council passed
Resolution 2005-42, adopting in principle the recommendations as a conceptual work plan for
sustaining downtown as the community center of commerce and culture; and
WHEREAS, on January 9, 2006, the City Council conducted a work session to review
the circulation and parking recommendations from Charlier Associates; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND, WASHINGTON, AS FOLLOWS:
Section 1. The City Council accepts the draft report "Circulation and Access
Recommendations" prepared by Charlier Associates, Inc., with the understanding that necessary
revisions and refinements may be identified during the implementation process, which will
include review by City staff, the Planning Commission and the City Council.
Section 2. The City Council directs staff to review the recommendations to determine
which require a Comprehensive Plan Amendment and which require only a zoning code
amendment.
Section 3. The City Council establishes the goal of adopting any zoning code
amendments by June 30, 2006.
