RES 2006-06 FARM MANAGEMENT PROGRAM LONG-TERM DEVELOPMENTRESOLUTION 2006-06
A Resolution of the City of Bainbridge Island, supporting
the development of a Long -Term Farm Management
Program for the purposes of managing City -owned
agricultural lands, in accordance with the
recommendations submitted by the American Farmland
Trust.
WHEREAS, one of the fourteen goals of the state Growth Management Act
(GMA) is to maintain and enhance agricultural resources; and
WHEREAS, as required by the GMA, the City adopted a Comprehensive Plan on
September 1, 1994, subsequently amended, which contains an Environmental Element
that establishes goals and policies to preserve and encourage agricultural activities, by
preserving existing agricultural uses, and encouraging and supporting farming as an
economically viable option for land use; and
WHEREAS, as part of the 2001 Open Space Bond established to pay the costs of
"acquiring or otherwise preserving forested areas, open space, wildlife habitat, farms and
agricultural lands anal creating new trails and passive parks....", that with other methods
of purchase lead to the City acquisition of six farmland properties; and
WHEREAS, in January 2005 a Farming Ad -Hoc Committee was appointed by
the Mayor, to draft: a. Request for Proposal for the long term preservation and
management of City -owned agricultural lands, leading to the hiring of American
Farmland Trust to prepare the Long -Tern Management Recommendations; and
WHEREAS, at the Council meeting on January 25, 2006 the American
Farmland Trust submitted its report, Assessment and Recommendations for
Preservation and lWanagement of City -owned Agricultural Land now therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON DO RESOLVE, AS FOLLOWS:
Section 1. The City Council accepts the Assessment and Recommendations for
Preservation and Management of City -owned Agricultural Land by American
Farmland Trust.
Section 2. The City Council directs staff to begin developing a Long -Term Farm
Management Plan and requests that they present recommendations to Council for
using the $30,000 allocated for agricultural purposes in the 2006 budget.
