RES 2006-17 GRANT APPLICATIONS TO STATE JOB DEVELOPMENT FOR WTRESOLUTION NO. 2006-17
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BAINBRIDGE ISLAND, WASHINGTON,
AUTHORIZING THE CITY TO PREPARE AND
SUBMIT GRANT APPLICATIONS TO THE
WASHINGTON STATE JOB DEVELOPMENT
FUND, IN SUPPORT OF TWO WINSLOW
TOMORROW PROJECTS.
WHEREAS, the City adopted a Comprehensive Plan on September 1, 1994,
which has subsequently been amended; and
WHEREAS, in accordance with Policy W L7 of the Comprehensive Plan the
City undertook the development of a master plan for Winslow; and adopted Ordinance
98-11 on May 21, 1998 to amend the City's Comprehensive Plan to incorporate
recommendations in the Winslow Master Plan; and
WHEREAS, in recognition of the connnu.nity's desire to refine the vision of the
Winslow Master Plan and proactively plan for change in downtown Winslow, the City
initiated the Winslow Tofnoj-row planning process in the surmTIer of 2004, and
WHEREAS, on November 16, 2005, the Winslow Tomort-oi,r Community
Congress presented its final report and recommendations to the City, and the City
Council passed Resolution 2005-44, to adopt_tlle recommendations in that report as a
conceptual work plan for sustaining downtown as the community center of commerce
and culture; and
WHEREAS, the final report identified the reconstruction of Winslow Way and
the development of new lanes, alleys and underground parking as priority projects
essential to enhancing the economic vitality and livability of the downtown; and
WHEREAS, the Washington State Job Development Fund (JDF) has announced
the availability of grant funding to assist public infrastructure projects that directly
stimulate community and economic development by supporting the creation of new jobs
or the retention of existing jobs, and
WHEREAS, the City has submitted two pic-applications to JDF for the
reconstruction of Winslow Way and the development of new lanes, alleys and
underground parking„ and the JDF program director facilitated a community meeting on
March 3, 2006 to discuss the City's pre -applications; and
WHEREAS, as part of the grant application process, the City Council must, in a
public meeting, authorize the preparation and submittal of the final applications; now
therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BAINBRIDGE ISLAND, WASHINGTON, AS FOLLOWS:
Section 1. The Washington State Job Development Vund offers an invaluable
opportunity to support two of the City's Mnslow Tomorrow projects of the highest priority, the
reconstruction of Winslow Way and the development of new lanes, alleys and underground
parking.
Section 2. The City Council authorizes the City to prepare and submit grant
applications to the Washington State Job Development Fund for these two projects.
