RES 2002-49 NON-MOTORIZED TRANSPORTATION ADVISORY COMMITTEERESOLUTION NO. 2002-49
A RESOLUTION of the City Council of Bainbridge Island, Washington
Establishing the 2003 Non -motorized Transportation Advisory Committee
and setting criteria to be considered during the selection process.
WHEREAS, the City of Bainbridge Island has adopted a Non -motorized
Transportation Plan (Ordinance 2002-09) as part of the Transportation Element of the
Comprehensive Plan; and
WHEREAS, the Non -motorized Transportation Plan calls for the establishment
of a Citizen Advisory Board, Appointed by the Mayor, to advocate for and ensure
implementation of the Plan; and
WHEREAS, the Non -motorized Transportation Advisory Committee shall
consist of a minimum of five and no more than seven community members; and
WHEREAS, their duties shall include, but not be limited to, advocacy, education,
encouragement, review and general guidance and recommendations to the City Council
and Planning Commission
BE IT RESOLVED:
Section 1. That the Non -motorized Transportation Advisory Committee shall be
appointed, no later than February 15, 2003 and shall be comprised of individuals with
knowledge, expertise and interest in promoting non -motorized transportation. One
specific representative from both the City Planning and Public Works Departments, with
non -motorized transportation knowledge and expertise, will be assigned the responsibility
of supporting and participating in the committee in order to facilitate communications
and increase it's effectiveness.
Section 2. The Non -motorized Transportation Advisory Committee shall meet a
minimum of six times per year to conduct advisory duties including: l) advocacy for non -
motorized facilities funding in the City budget, 2) advocacy for non -motorized facilities
III public and private development projects, 3) develop, support and sponsor education
and other programs that promote and encourage non -motorized transportation, 4) identify
potential outside funding sources such as grants, 5) review grants applications, 6) develop
and distribute a non -motorized system map, 7) facilitate public input on facility design
and other duties as assigned by the City Council or Public Works Director; and
Section 3. The Non -motorized Transportation Advisory Committee shall determine
priority projects based on a number of criteria including: 1) community identified
priorities in the plan (Table 5-1), 2) projects identified in the CIP budget, 3) current
private development projects or other grant funded projects, that can be incorporated into
existing repair and maintenance work.
Section 4. The Non -motorized Transportation Advisory Committee will present
recommendations to the Public Works Director (or their appointed representative) and the
City Council Finance Committee for the inclusion of non -motorized transportation
projects and funding and seek cooperation with other community groups.
