RESOLUTION NO. 2023-05
A RESOLUTION of the City Council of Bainbridge Island,
Washington, relating to naming the Police Department and
Municipal Court building located at 8804 Madison Avenue the
“Ted Spearman Justice Center”.
WHEREAS, the City of Bainbridge Island police department and municipal court
will move to a new location at 8804 Madison Ave; and
WHEREAS, the City Council established a naming process for the naming of the
police and municipal court building including an open nomination call for names from
anyone who lives, works, and plays on Bainbridge Island; and
WHEREAS, the City Council appointed seven members to an ad hoc committee
to collect nominations from the public and narrow down the list to five finalists; and
WHEREAS, Ted Spearman was appointed as the first Black judge to the Kitsap
County Superior Court in February 2004, by Governor Gary Locke; and
WHEREAS, Ted Spearman was very involved in the regional legal community
and was Chair of the Washington State Bar Association’s Civil Rights Committee, served
on the Washington State Bar Association Disciplinary Board for three years, and in 1998
was a finalist for appointment to the United States District Court, Western Division; and
WHEREAS, Ted Spearman was a member of the Bainbridge Island Home Rule
Committee, leading to the creation of the City of Bainbridge Island; and
WHEREAS, the City Council selected the name Ted Spearman Justice Center as
the official name of the new building on May 23, 2023.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. The Police Department and Municipal Court building located at 8804
Madison Avenue shall be named in honor of Ted Spearman and be officially known as
the Ted Spearman Justice Center.
Section 2. This resolution shall take effect and be in force immediately upon its
passage.
