RESOLUTION NO. 2000-37
A RESOLUTION of City of Bainbridge Island, Washington, authorizing tfie
Mayor to execute a Pre -Development Agreement with the Kitsap County
Consolidated Housing Authority in connection with the proposed Winslow Town
Square project.
WHEREAS, there is a need for parking in the business district in the City of Bainbridge
Island ("City"), and
WHEREAS, there is also a need for affordable housing in the City; and
WHEREAS, the Kitsap County Consolidated Housing Authonity has expressed an interest in
working with the City to explore the planning and implementation of the Winslow Towrr Square
project, a development that could include both parking, housing and other potential uses;
WHEREAS, the City and the Kitsap County Consolidated Housing Authority ("Housing
Authority") entered into a Memorandum of Understanding pursuant to which the Housing Authority
evaluated certain aspects of the scope and feasibility of the Winslow Town Square project; and
WHEREAS, while the initial information indicates that the project is feasible and would
benefit the City and its residents, the City and the Housing Authority have determined that additional
information and studies are needed to evaluate the Winslow Town Square project and ensure that if
constructed, the project best meets the needs of the City and its residents, NOW THEREFORE, -
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
RESOLVES AS FOLLOWS:
Section 1. Pre -Development A.9reement Authorized. The Mayor is hereby
authorized to execute a Pre -Development Agreement substantially in the form attached hereto
as Exhibit A.
Section 2. Effective Date. This resolution shall take effect
immediately _
ADOPTED by the City Council and APPROVED by the Mayor of she City of Bainbridge
Island, Washington, at a regular open public meeting thereof, this 25th day of
October , 2000.
