ORD 97-36 UTILITY RATES FEES & CHARGESORDINANCE No. 97 - 36
AN ORDINANCE OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON RELATING TO UTILITY RATES, FEES AND
CHARGES; AND AMENDING SECTION B OF ORDINANCE
82-20, AS SUBSEQUENTLY AMENDED, ORDINANCE 92-24,
AND BIMC 13.16.015.
WHEREAS, a structure for establishing water and sewer rates, charges
and fees was put into place by Ordinance 82-20 and subseqently amended on
numerous occasions; and
WHEREAS, Ordinance 92-24 added to the Bainbridge Island Municipal
Code a new section 13.16.015 covering Miscellaneous Utility Fees; and
WHEREAS, as a result of a professional study, the City restructured its water
and sewer rates through Ordinance 97-09 and has also reviewed both its processes
for charging for water and sewer service; and
WHEREAS, during that review it was found that a number of changes
were needed to the City's miscellaneous utility fees and that the collection of deposits
for monthly utility service is no longer cost-effective; now therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DO ORDAIN AS FOLLOWS:
SECTION 1. Those sections of all prior ordinances which amend Section B.1
of Ordinance 82-20 are repealed.
SECTION 2. Section B.1 of Ordinance 82-20 is amended to read as follows:
SECTION B. WATER
1. USE PROCEDURES
Whenever the Owner or occupant of any premises connected with the
City's water supply system desires to use water, he shall notify the City and
request that water be turned on at the premises. On cach new service
where no prcvious credit has becn cstablished, the Owner shall deposit
a sum equal to two months water and/or sewer charge with thc City, prior
to turning on the water. If during the period of onc ycar, the particular
account docs not bocomc delinquent in any way, the City shall, upon
rcqucst refund the deposit.
SECTION 3. Section 13.16.015(A) of the Bainbridge Island Municipal Code is
amended to read as follows:
A. The city shall charge an appropriate fee in an amount established by the
city by resolution for the following utility-related services:
1. Notice of turn-off;
2. Seasonal turn-off;
3. Restoration of service;
4. Notice of delinquency;
5. Additional notice or collection letter;
6. Bill to person other than property owner;
7. Duplicate bill or delinquency notice;
8. Transfer of ownership or billed person;
9. New account service;
10. Meter reread;
11. Request for leak check; and
12. Work by city staff at customer request.
SECTION 4. This Ordinance shall take effect and be in force on and after
January 1, 1998.
