ORD 97-32 LEVYING GENERAL TAXESORDINANCE 97- 32 AN ORDINANCE OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, LEVYING THE GENERAL TAXES FOR THE CITY OF BAINBRIDGE ISLAND, IN KITSAP COUNTY, FOR THE FISCAL YEAR COMMENCING JANUARY 1, 1998, ON ALL REAL AND PER- SONAL PROPERTY WITHIN THE CITY WHICH IS SUBJECT TO TAXATION FOR THE PURPOSE OF PROVIDING SUFFICIENT REVENUE TO CARRY ON THE NORMAL ACTIVITIES OF THE CITY FOR THE ENSUING YEAR AS REQUIRED BY LAW. WHEREAS, the City Council of Bainbridge Island has considered the financial requirements of the City for 1998 as set forth in the Mayor's Preliminary Budget, and the amounts necessary and available to be raised by ad valorem taxes on real, personal, and utility property which are included therein; and WHEREAS, the City Council of Bainbridge Island has properly given notice of the public hearing held on November 6, 1997, to consider the City's revenue sources for the City's 1998 current expense budget; and WHEREAS, the City Council of Bainbridge Island after hearing and duly considering all relevant evidence and testimony presented, has determined that the City requires an increase in property tax revenue from the previous year, in addition to the increase resulting from the addition of new construction and improvements to property and any increase in the value of state-assessed property, in order to discharge the expected expenses and obligations of the City and in its best interest, now, therefore THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION 1. The 1997 property tax levy for collection in 1998 is $2,766,731 (the amount levied in 1996 for collection in 1997) plus an increase of $421,647, which is an increase of fifteen and twenty-four one-hundredths (15.24) percent (which increase is less than the City could levy under RCW 84.55.092) including an increase equal to the amount allowed under the new construction provisions of RCW 84.55.010. SECTION 2. This ordinance shall be certified to the proper Kitsap County officials, as provided by law, and taxes here levied shall be collected to pay to the Finance Director of the City of Bainbridge Island at the time and in the manner provided by the laws of the State of Washington for the collection of taxes for non-chartered code cities. SECTION 3. This ordinance shall take effect and be in force five (5) days from and after its passage, approval, publication, and posting as required by law.
