ORD 98-30 FIRE FLOW REQUIREMENTSORDINANCE NO.98-30
AN ORDINANCE of the City of Bainbridge Island, Washington,
establishing flexible residential fire flow requirements; amending
Section 13.10.065 of the Bainbridge Island Municipal Code; and
repealing Paragraph A.22, of Appendix A to Title 17, of the Bainbridge
Island Municipal Code.
WHEREAS, on April 18, 1996, by Ordinance 96-12, the City of Bainbridge Island adopted the
1994 Uniform Fire Code including Appendix 11 l-A, which prescribes minimum fire flow requirements
for residential and commercial buildings; and
WHEREAS, the fire flow requirements prescribe the water supply needed to extinguish a fire at
its source and to minimize the risk of a fire spreading from one building to the next; and
WHEREAS Bainbridge Island has varying levels of fire risk depending on the type of land use
and the density of population; and
WHEREAS, there are conflicting references to fire flow requirements in the Municipal Code and
the City wishes to have consistent and achievable standards throughout the Island; and
WHEREAS, the City Council supports the concept of establishing more flexible residential fire
flow requirements which will provide new short plats and subdivisions with a realistic menu of options for
achieving required levels of residential fire protection; and
WHEREAS, the flexible residential fire flow requirements only apply to new plats and Planned
Unit Developments (P.U.D.' s); and
WHEREAS, this ordinance amends portions of the existing Municipal Code which are
inconsistent with the accepted Uniform Fire Code and replaces a single residential fire flow requirement
with a menu of flexible residential fire flow requirements;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON, DO ORDAIN, as follows:
Section 1. Paragraph A.22, of Appendix A. to Title 17, of the Bainbridge Island Municipal Code
is repealed.
Section 2. Paragraph D. of Section 15.04.020, of the Bainbridge Island Municipal Code is
amended as follows:

The 1994 Edition of the Uniform Fire Code, Volumes 1 and 2, including all appendices,
except Section 1.2 of Appendices 1-A, 1 -B, 11-1, 111 -D, and Section 5.1 of appendix 11 l-A,
as published by the International Conference of Building Officials and Western Fire Chiefs
Association and as amended by the State Building Code Council. Section 5.1 of Appendix
111-A relating to One and Two Family Dwellings is replaced by flexible residential fire flow
requirements as set forth in Section 13.10.065 of this code.
Section 3. Section 13.10.065 of the Bainbridge Island Municipal Code is amended as follows:
Minimum fire-flow requirements shall be as stated in Appendix Section 111-A of the Uniform Fire Code
(1994 edition), with the exception that requirements in Section 5.1 shall be replaced by flexible residential
fire flow requirements as established by the City by resolution.
Section 4. This ordinance shall take effect and be in force five days from and after its passage,
approval, and publication as provided by law.
