RESOLUTION NO. 2024-10
A RESOLUTION of the City of Bainbridge Island, Washington,
relating to stating the City’s intention to add certain properties known
as “Finch Green” as a residentially targeted area, where the City of
Bainbridge Island Multifamily Property Tax Exemption program
would apply.
WHEREAS, Washington State law authorizes the City Council to adopt a Multifamily
Property Tax Exemption (“MFTE”) program as described in Chapter 84.14 RCW, and the
purpose of this program is to encourage the development and redevelopment of multifamily and
affordable housing by granting a property tax exemption; and
WHEREAS, at its May 11, 2021, meeting, the City Council considered and adopted
Resolution No. 2021-09, a resolution of intention to designate the Winslow Subarea and Sewer
areas, and Lynwood Center Neighborhood Center as MFTE residential targeted areas, as
authorized by RCW 84.14.040(2), beginning the process to consider a new City MFTE program;
and
WHEREAS, on June 8, 2021, the City Council held a public hearing to receive public
comment on the proposal to designate those areas identified above, such that development
projects would be eligible to participate in such a MFTE program, and after closing the public
hearing, the City Council confirmed moving forward with designating the proposed areas, and
that the City should consider an ordinance that would add a new MFTE program to the BIMC;
and
WHEREAS, on November 9 2021, the City Council approved Ordinance No. 2021-23,
that established 12-year and 20-year MFTE programs, new Chapter 3.63 BIMC; and
WHEREAS, Bethany Lutheran Church is donating a portion of its land to develop Finch
Green, a permanently affordable housing project, in partnership with Housing Resources
Bainbridge; and
WHEREAS, the Finch Green properties are located outside the Winslow sewer service
area, and therefore are not currently located in a MFTE residential targeted area, described in
BIMC 3.63.030; and
WHEREAS, on June 11, 2024, the City Council approved a motion to direct the City
Manager to initiate the process to amend the areas eligible for the MFTE to include the Finch
Green affordable housing project; and
WHEREAS, at the July 9, 2024, meeting, the City Council considered this resolution of
intention, and approved a motion to move forward with setting the date of a public hearing for
August 13, 2024, for adding the Finch Green properties to the City’s designated MFTE
residential target area, as required by RCW 84.14.040; and

WHEREAS, at its July 23, 2024, meeting, the City Council considered and adopted this
resolution of intention to designate the Finch Green properties as a MFTE residential targeted
area, as authorized by RCW 84.14.040(2).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. The Bainbridge Island City Council intends to consider adding the Finch
Green properties located at 7968 Finch Road NE, Bainbridge Island, WA, to the residential
targeted area eligible for the MFTE Program. The City Council will hold a public hearing on
August 13, 2024, as part of the Council’s regular meeting that begins at 6:00 PM to receive
public comment on the proposal to designate the Finch Green properties as a MFTE residential
targeted area, in which a City MFTE program would apply.
Section 2. Attached hereto and incorporated herein are Exhibit A, a map of the proposed
Finch Green MFTE designated residential targeted area.
Section 3. This resolution will take effect immediately upon passage.
