Resolution No. 2024-07 Adopting A Memorandum of Understanding with Puget Sound Energy - Approved 100824Page 1 of 1 RESOLUTION NO. 2024-07 A RESOLUTION of the City Council of Bainbridge Island, Washington, entering into a Memorandum of Understanding with Puget Sound Energy (PSE). WHEREAS, the City of Bainbridge Island has adopted a Climate Action Plan (CAP) that aims to reduce the community’s greenhouse gas (GHG) emissions by 90 percent by 2045 compared to 2014 levels. PSE aspires to have a carbon neutral electrical system by 2030 and be a 100 percent clean energy company by 2045; and WHEREAS, the City’s 2019 GHG inventory noted that 53% percent of GHG emissions on the Island are from the use of electricity. Therefore, to achieve the goals of the CAP, the City intends to work collaboratively with PSE; and WHEREAS, the purpose of this Memorandum of Understanding (MOU) is to outline a partnership framework between the City of Bainbridge Island and PSE for a three-year period beginning in 2024 through 2027; and WHEREAS, the MOU is not a legal or binding document, but rather outlines how the City and PSE envision working together to successfully identify and implement the objectives of mutually beneficial projects and programs; and WHEREAS, between 2021 and 2024 members of the City’s Utility Advisory Committee and Climate Change Advisory Committee worked together with City staff and PSE to draft the MOU. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS: The Memorandum of Understanding between the City of Bainbridge Island and Puget Sound Energy dated October 8, 2024, and attached hereto as Exhibit A is hereby adopted. October 4, 2024 October 8, 2024 2024-07 Collaboration: •PSE and the City to continue providing regular feedback and updates to their respective contacts: o PS£ Government Affairs-City Manager's Ofeice, City Council, Emergency Management, and sustainability staff o PS£ Municipal Relations -Public Works Department •PSE and City staff to hold one annual planning meeting to discuss mutual efforts and goals of the MOU: o PS£ Stoff-Government Affairs and Municipal Relations o City Staff-City Manager and Public Works Department •PSE to share an annual summary of data on the following: o1 KIiowatt-hours (kWh) used by residential and commercial customers o Killowatt-hours (kWh) generated by customers o Island-wide System Average Interruption Duration Index (SAIDI) o Island-wide System Average Interruption Frequency Index (SAIFI) •The City to share information about supported energy efficient and/or climate-focused programs with PSE, such as: o Climate Action Plan o Energy Transitions Initiative Partnership Project (ETIPP) o Community Heat Pump Program •PSE to engage with customers to provide information about programs, products, services, and projects. •PSE and the City to consider and minimize the potential for unintended and/or inequitable impacts facing cus tomers. •PSE to continue providing power outage updates and notifications to help minimize interruptions to residents and businesses. • , PSE and the City to work together to advance Community Solar on Bainbridge Island. o PSE will evaluate proposed Gity-owned properties submitted through the Host an Energy Project application porsal. o PSE is committed to providing educational support to help the City do their own due diligence and identify properties that meet minimum requirements for hosting Community Solar projects. o PSE is very open to collaborating with the City to encourage greater local participation in the PSE Community Solar product as shares become available throughout the region. o By increasing participation, customers can transition to solar energy without owning and installing their own arrays. •Evaluate potential energy-related grant opportunities at the local and state level. •City to incorporate efficiencies Into land use and building permit review and approval processes. •City to ensure comprehensive planning and development regulations support, including: o Electrical utility infrastructure,maintenance and improvements o Distribution system, transmiss'ion system, and substation repairs and/or replacement o New construction projects or development o Proposed upgrades and projects to enhance electrical system capacity and reliability on Bainbridge Is land
