RESOLUTION NO. 2024-15
A RESOLUTION of the City Council of Bainbridge Island,
Washington, revising parking regulations and authorizing
sign modifications for certain roadways on Bainbridge
Island, and repealing previous parking resolutions.
WHEREAS, the City Council at the February 27, 2024 business meeting directed
the City Manager to conduct public outreach and begin to enforce unsanctioned parking
programs occurring on Bainbridge Island roads; and
WHEREAS, the Washington State Recreation and Conservation Office has
amended its grant agreement with the City reducing the number of vehicle/trailer spaces
required along Bjune Drive; and
WHEREAS, the Bainbridge Island Downtown Parking Strategy Report received
in 2018 recommended more consistent time limits for on-street parking; and
WHEREAS, the City Council has considered public comment related to the
limitations on waterfront activities of current parking restrictions; and
WHEREAS, the City Council is the Local Agency with authority to establish
parking regulations in accordance with the Washington Administrative Code (“WAC”)
Chapter 308-330, and
WHEREAS, the City Council has previously established parking time limits on
certain streets by resolution and desires to update those regulations and repeal any
resolutions in conflict with the updated regulations.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. In accordance with the Washington Model Traffic Ordinance, Chapter
308-330 WAC, adopted by reference via BIMC 10.04.010, and the Manual on Uniform
Traffic Control Devices (MUTCD), the City Council establishes the following parking
time limits on the streets described below:
a.Brien Drive SE along its entire length –Parking is limited to three hours between
the hours of 6:00 am to 6:00 pm.
b.Bjune Drive SE between the eastern intersection with Brien Drive and Shannon
Drive SE - Parking is limited to three hours between the hours of 6:00 am to 6:00
pm. Vehicle/trailer parking restrictions along this section are removed.
c.Bjune Drive SE between Madison Avenue S and Shannon Drive SE - Parking is
limited to three hours between the hours of 6:00 am to 6:00 pm. Vehicle/trailer
parking restrictions along this section shall apply from April through September.

d.Winslow Way between Madison Avenue S and Ericksen Avenue NE –Parking is
limited to three hours between the hours of 6:00 am to 6:00 pm.
e.200 block of Winslow Way - A Bicycle Parking Zone (bike corral) shall be
established at a location approved by the Police Chief and City Manager.
Section 2. Resolution No. 94-47, Resolution No. 94-50, Resolution No. 95-10,
Resolution No. 95-28, and all other resolutions in conflict with the provisions of Section
1 are hereby repealed.
Section 3. This resolution shall take effect immediately after its passage.
Section 4. The Public Works Department is directed to post standard traffic signs
indicating such revision.
