RESOLUTION NO. 2025-02
A RESOLUTION of the City of Bainbridge Island, Washington,
rejecting all bids for the Off-Site Water Main and Pressure Release
Valve Improvements Project and authorizing a rebid.
WHEREAS, the City advertised for the construction of the Off-Site Water Main and
Pressure Release Valve Improvements Project (Winslow Water Tanks Project) for which bids
were opened on December 11, 2024, and
WHEREAS, the engineer’s estimate for the contract was approximately $6.7 million,
and
WHEREAS, three bids were received from contractors ranging between approximately
$5.93 million to $8.11 million, and
WHEREAS, under Revised Code of Washington (RCW) 39.04.320, as of July 1, 2024,
specifications for all public works contracts awarded by a municipality estimated to cost
$2,000,000 or more must require 15 percent of the labor hours be performed by apprentices, and
WHEREAS, the advertised contract documents did not include a specific line item
specifying the apprenticeship utilization goal, monetary incentives for meeting the goal, a
monetary penalty for not meeting the goal, and an expected cost value to be included in the bid,
and
WHEREAS, in accordance with the project specifications, the City shall reject all bids
and re-publish the call for bids. The republication will incorporate Washington state
apprenticeship utilization incentive and penalty requirements into the contract documents and the
bid proposal forms.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. The City rejects any and all Off-Site Water Main and Pressure Release Valve
Improvements Project bids.
Section 2. The City Council authorizes the Public Works Department to modify the
scope of work and to readvertise the Off-Site Water Main and Pressure Release Valve
Improvements Project.
