RESOLUTION NO. 2025-01
A RESOLUTION of the City of Bainbridge Island, Washington,
accepting a loan from the Department of Ecology.
WHEREAS, the City of Bainbridge Island (City) owns and operates the Winslow
Wastewater Treatment Plant (WWTP) located in the Winslow area of Bainbridge Island, north of
Eagle Harbor; and
WHEREAS, the WWTP includes primary, secondary, disinfection and sludge
dewatering facilities. Currently, treated effluent is pumped through a 5,400-foot outfall pipeline
that extends onshore to Wing Point and continues offshore through a submerged 16-inch
diameter pipeline to discharge in Puget Sound east of Wing Point; and
WHEREAS, the Washington State Department of Natural Resources is requiring the
City to move the existing outfall because it discharges into a commercial shellfish harvest zone
and geoduck harvest track 07650. The harvest area can be re-opened if the outfall is extended to
a new location; and
WHEREAS, the City has included the Wastewater Treatment Plant Outfall Extension
project in the 2025-30 Capital Improvement Plan to address the funding for the design and
construction of the project; and
WHEREAS, the City was awarded a $742,586.00, non-forgivable loan (WQC-2025-
BainIs-00169) from the Department of Ecology, to aid in financing the cost of a Wastewater
Treatment Plant Outfall Extension plan; and
WHEREAS, this loan has a 1.2% interest rate; and
WHEREAS, this loan has a 20 year term.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Bainbridge Island does hereby accept Loan #
WQC-2025-BainIs-00169.
