A RESOLUTION SETTING FORTH REGULATIONS FOR
WORKING HOURS AND FOR COMPENSATORY TIME (COMP
TIME), OVERTIME AND PAY PERIOD, AND A~ENDING
RESOLUTION 75~03o
~{EREAS, Resolution 75-3 and the Washington Minimum Wage Act
set forth policies for compensatory time and overtime.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WINSLOW AS
FOLLOWS:
Section 1: Definitions.
All terms used in this Resolution shall be defined by the
definitions in City of Winslow Resolution 75-3.
Section 2: Working .Hours - those hours spent in direct service
1o Included: Dealing with the public, working on City property,
working in City facilities, working with City
equipment, police officers court appearances,
responding to emergency calls (only the time
spent on making the call), driving time for
attending conferences or meetings in other cities.
2o Not Included: Time spent in City or personal vehicle driving to
work daily~ "Standing by" or "on call" time
where the employee can follow his own pursuits.
3~ Work breaks and Meal breaks:
Each employee has two 15 minute work breaks during
each 8 hour work day, Meal breaks are to be
taken o'utside the 8 hour work day at times which do
not interfere with City business or service to the
public. The department head will set the schedule
for work breaks and meal breaks. Misuse of work
breaks or meal breaks may result in disciplinary
action,
Section 3: Work Week.
l o The work week and work schedule are specified in the employee's
job description or are assigned by the employee's department head.
2. The following work weeks may be assigned to full time employees:
40 hours/week (2080 hours annually)
35 hours/week (.1820 hours annually)
30 hours/week (1560 hours annually)
Shift work period 60 hours/week (2080 hours annually)

3o A part time employee's work week and work schedule are
specified in the employee's job description or are assigned
by the department head.

1o Exempt employees who must work more hours than their
assigned work week ~ill take compensatory time (Comp Time)
off, equivalent to the number of hours worked beyond their
assigned work week unless overtime is authorized by the Mayor.
Comp time hours accumulated will be combined with vacation
leave and shall be included in the maximum number of hours that
may be carried from one calendar year to the next.
2o Non-exempt employees may not work more hours than their assigned
work week unless overtime is authorized by the Mayor. The
department head will adjust the emptoyee's schedule within the
employee's assigned work week. The schedule of an employee
assigned less than 40 hours (60 hours for shift--time employees)
may be adjusted from week to week provided that no more than
40 hours is worked in any work week (60 hours for shift work
employees) and the total number of hours does not exceed the
total annual hours assigned.
3o If an employee is required to work on a day observed as a
City ,holiday, the employee will accrue 8 hours of time for the
holiday plus regular time for any hours worked during that
day. A schedule adjustment may be required if the employee will
accumulate more than the number of hours in the employee's work
week unless overtime is authorized by the Mayor.

1o The Mayor (or Deputy Mayor in the Mayor's absence) has sole
authority to approve overtime work for any employee,, When a
department head forsees the need any non-.exempt employee in his/
her department to work more than assigned work week, prior
approval of the Mayor is required; In an emergency situation
the Department head may authorize overtime work but shall inform
the Mayor as soon as possible.
Non-.exempt employee shall be paid 1.5 times the regular hourly
rate .for authorized overtime. Employees may choose compensatory
time off in lieu of overtime pay. Such comp time shall be
accumulated at the rate of 1.5 times the overtime worked. The
employee shall indicate the choice for compensatory time in
writing at the beginning of each calendar year.
3o In addition, for Police officers, hours worked in excess of
173.33 but less than 260 in a single calendar month may
(at the discretion of the individual officer) be credited
toward annual leave, not to exceed 80 hours per year.
4° Any comp time or other hours credited toward annual leave
shall be considered annual leave once credited and will be
subject to all regulations which apply to annual leave.
Sect_ion 6: Re_cOrd ,9. f VaCation _& 'COmpensatory Time.
The payroll clerk will maintain an accrued vacation and compensatory
time record° This record will be distributed monthly to the Mayor,
the Council Personnel Committee, and applicable sections to each
department head°
Section 7: Effect of Leave on Work Week.
Any authorized leave shall be considered the same as work hours in
determining the number of hours worked in a week, in adjusting
schedules and/or accruing comp time or overtime.
Section 8: Salaries.

Maximum salaries shall be established by ordinance during the
budge ting process.
2oA salary less than the maximum may be paid to an employee upon
the recommendation o.f the department head. This salary may
be increased at any time during the year provided that the budgeted
annual salary for that position is not exceeded.
Adjustments to increase the budgeted annual salary shall not be
made except by ordinance e
4o Employees will be paid monthly 1/12th of their annual salary.
Pay. day will be the 1st working day following the last day of
the month° Employees may request a draw to be paid on the 15th
day of the month or the preceding workday if the 15th falls on
a weekend°
5oIf any payday (including draws) falls on a holiday, payday will
be the next regular work day.
6o Adjustments in pay (such as for overtime) will be made as
necessary for each permanent employee on an hourly rate by
dividing the annual salary by the total annual hours assigned.
Section 9: Effect of Resolution.

Resolution 75--3°
2o This Resolution will become effective innnediately upon its passage
