Resolution No. 2025-12 Water Sewer and Storm and Surface Water Utility Rates (Approved 061025)Page 1 RESOLUTION NO. 2025-12 A RESOLUTION of the City of Bainbridge Island, Washington, updating certain Water, Sewer and Storm and Surface Water Utility fees in the City’s Fee Schedule. WHEREAS, the City of Bainbridge Island periodically updates the City’s Fee Schedule including Water, Sewer and Storm and Surface Water Management fees to reflect City Council actions; and WHEREAS, studies of the rates, charges, and fees of utility systems are generally conducted on periodic intervals to ensure they provide adequate revenue for the utilities, and to ensure the rates, charges, and fees are, and continue to be, in conformance with state law; and WHEREAS, in June 2024, the City engaged the services of FCS Group to evaluate and provide recommendations and a final report to the City concerning water, sewer and storm and surface water management monthly rates and for fees connecting to the City’s water and sewerage systems, referred to as a “system participation fee”; and WHEREAS, City staff, following the recommendations of the FCS Group study, have identified that increases to the City’s 2026-2028 monthly water, sewer and storm and surface water management rates and fees are necessary to support the operations, maintenance and capital needs of the systems; and WHEREAS, City staff met and developed the rate and fee increase recommendations in coordination with the City’s Utility Advisory Committee (UAC) over seven (7) public meetings between October 2024 and April 2025, and the UAC ultimately endorsed the recommendations. . NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section 11.A.I.A and Section 11.A.I.B Water and Sewer Participation Fees of the City’s Fee Schedule shall be revised as shown in the attached Exhibit A. Section 2. Section 11.B Water and Sewer Monthly Rates of the City’s Fee Schedule shall be revised as shown in the attached Exhibit B. Section 3. Should any section, paragraph, sentence, clause, or phrase of this resolution conflict with the terms of any prior ordinance or resolution, including terms related to fee or charge adjustments, the terms of this resolution shall control. UTILITY FEES – MONTHLY RATES (Ordinance No. 2012-21, unless otherwise indicated) SERVICE CATEGORIES CATEGORY 1 – Single Family Residences (SFR) CATEGORY 2 – Multiple Dwellings (MFRs) Residences including but not limited to apartment houses, condominiums and mobile home courts are included in this category. Each dwelling unit shall constitute one unit for the purposes of this rate schedule. CATEGORY 3 – Commercial Users (COMM) Commercial users including but not limited to retail sales, personal and professional services, entertainment, repair facilities, and restaurants. Each water meter shall constitute one unit for the purposes of this rate schedule. CATEGORY 4 – Other (MIX) Any users other than those in Categories 1, 2, 3 and 5. Each water meter shall constitute one unit for the purposes of this rate schedule. Ordinance 98-24 provides that there shall be no new connections in this category after October 1, 1998.
