91-40 CLARIFICATION OF NON-UNION SALARIES SHOWN IN 1992 BUDGET RESOLUTION No. 91 -~ A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND TO CLARIFY THE NON-UNION SALRIES SHOWN IN THE 1992 BUDGET. WHEREAS, during 1991, in order to settle a long-standing labor dispute, the City Council approved a negotiated collective bargaining labor agreement which defined a salary structure for those City employees covered by the agreement; and WHEREAS, the City Council desires to study the relationship between salaries and benefits established for its non-represented and management employees and its represented employees and to establish appropriate schedules for them in 1992; now therefore, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES RESOLVE AS FOLLOWS: SECTION 1. There shall be established two pools from which to award salary adjustments to non-represented staff of the City of Bainbridge Island: one pool for the City Administratior and Department Directors, and a separate pool for the City's other non- represented employees. Each pool shall be equal to eight per cent (8%) of the current annual salaries for the individuals in the pool. SECTION 2. Each award from a pool shall be based upon a written performance appraisal to be conducted by the recipient's next-level manager. SECTION 3. Henceforth, January i of each year shall be treated as the salary anniversary date for all management employees. SECTION 4. The salaries for non-represented employees as shown in the 1992 Budget shall be treated as limits to the amount of each award rather than as specified salary levels. SECTION 5. It is the intent of the City Council to authorize an in-depth salary survey of benchmark management positions in other cities, examining factors such as: (1). community demographics, budget, services provided, street mileage, population and local economic conditions. (2). City structure, organization, staffing, and use of contracted services. (3). Individual job analysis, responsibility, span of control, qualifications and individual factors SuCh as specific longevity and credentials of the incumbent. (4). Compensation, including salary, benefits, vacation, holidays, and other "percs." Based upon the results of this survey, adjustments could be awarded subject to the approval of the City Council.
