91-20 PUBLIC ACQUISITION OF DNR LANDResolution 91- ~O
A RESOLUTION of the City of Winslow,
Washington, recommending public
acquisition of the DNR land, based on
goals and policies set forward in the
Bainbridge Island Sub-Area Plan and the
Growth Management Act.
WHEREAS the 280 acres on Bainbridge Island known as the "DNR
Public Land" will potentially be designated "urban", and
placed for sale for private uses by the Department of
Natural Resources; and
WHEREAS this land provides one of the last remaining heavily
wooded areas for numerous types of wildlife, and provides a
stream and waters for streams for salmon; and
WHEREAS this land is a probably aquifer recharge area for
many wells on Bainbridge, including those that supply
Winslow's water system;-and
WHEREAS this subject property has trails through woods and
offers scenic views, which would provide a unique park and
recreational facility for Bainbridge residents; and
WHEREAS the Bainbridge Island Sub-Area Plan, adopted by the
City Council on February 28, 1991, states among its goals
and policies:
1. Considering the interests of the community at large
in determining how best to allocate its natural
resources;
2. Providing a policy to provide trails within tree
cover;
3. Promoting scenic vistas while preserving heavily
wooded areas;
4. Preserving air, water, land and other natural
physical systems;
5. Preserving aquifer natural recharge areas;
6. Encouraging coordination between various
governmental agencies;
7. Preserving and enhancing natural forests on
Bainbridge Island;
8. Acquiring and developing park and recreation land
where necessary in the various neighborhoods on
the island for present and future uses; and
WHEREAS the Growth Management Act requires the City to
designate "critical areas" and "natural resource areas" and
a Comprehensive Plan, and these requirements will probably
be accomplished after decisions are made on the DNR lands;
and
WHEREAS the Bainbridge Island School District plans to
purchase 40 acres of the DNR lands for the option to build
school facilities in approximately 10 years;
NOW THEREFORE IT IS RESOLVED that:
1. The Winslow City Council considers it appropriate that
the remaining DNR lands on Bainbridge Island remain in their
present natural state until future public and private needs
can be determined based on comprehensive planning and
environmentally sensitive area designations;
2. The Winslow City Council reaffirms its commitment to the
current objectives as put forth by the Bainbridge Island
Sub-Area Plan and the Growth Management Act to protect the
natural resources and provide recreation facilities; and
these objectives can be met in part by the public
acquisition of the DNR lands;
3. There is a pressing urgency to reconcile the present
status of the DNR lands in order to achieve the goals stated
above; and therefore,
4. The Winslow City Council supports and endorses
reasonable funding alternatives to purchase the remaining
240 acres of DNR lands on Bainbridge Island; and,
specifically,
5. The Winslow City Council urges voters to support the
general obligation bond issue sponsored by the Bainbridge
Island Park and Recreation District, and the use of
allocated state funds, for purchase of the DNR lands.
PASSED by the Council of the City of Winslow, Washington,
this 5th day of September, 1991.
