REVISED RESOLUTION NO. 91-13
A RESOLUTION OF THE CITY OF WINSLOW, WASHINGTON, CALLING FOR
PUBLIC, PRIVATE AND VOLUNTEER ORGANIZATIONS TO PROVIDE ASSISTANCE
TO CITIZENS WHO WISH TO APPEAL PROPERTY TAX ASSESSMENT INCREASES
RECENTLY IMPOSED BY KITSAP COUNTY.
WHEREAS, it is the responsibility of the Kitsap County
Assessor to enumerate, classify and value all taxable property at
100% of its fair market value; and
WHEREAS, such property tax assessments have recently been
mailed to all Kitsap County residents, including residents of
Bainbridge Island; and
WHEREAS, such property assessments on Bainbridge Island have
increased by an average of 30 percent for land and approximately
40 percent for improvements; and
WHEREAS, the substantial increases in property tax
assessments during the past two years have resulted in financial
hardships for many Bainbridge Island residents, including senior
citizens and low income families; and
WHEREAS, the City of Winslow is aware that appeals for
Kitsap County property valuation determinations must be made to
the Kitsap County Board of Equalization within thirty (30) days
of the postmark date; and
WHEREAS, the City of Winslow has committed itself to help
Bainbridge Island residents to be responsible citizens, meet
their responsibilities as taxpayers, yet be treated fairly and
equitably by the tax officials at Kitsap County.
NOW, THEREFORE, BE IT RESOLVED the City of Winslow will make
property valuation appeal forms and instructions for such
available to all Bainbridge Island residents at City Hall,
Bainbridge Island Chamber of Commerce and the Bainbridge Island
Public Library.
SECTION 1. The City of Winslow recognizes its
responsibilities to its citizens by taking a leadership role in
organizing a workshop to inform senior citizens, low income and
other affected residents about assessment appeal procedures. The
workshop should be scheduled no later than June 15, 1991.
SECTION 2. The City of Winslow calls upon public, private,
and volunteer groups, as well as private individuals with
applicable expertise, to participate in the workshop and other
activities in order to provide counseling, appraisal information
of comparable land values, meeting places, copying facilities,
and other aid, so as to carry out the intent of this resolution.
SECTION 3. The City of Winslow will designate a volunteer
citizen as assessment appeal coordinator to answer citizen
inquiries, provide necessary forms, and to coordinate volunteer
efforts of realtors, appraisers, and other individuals with
applicable expertise.
SECTION 4. The City of Winslow encourages all of its
citizens to offer free transportation to the workshop
participants who are without transportation means.
RESOLVED by the Mayor and City Council of the City of
Winslow, Washington this 6th day of June , 1991.
