RESOLdlION NO. 92-
A RESOLUTION of the City of Bainbfidge Island, Washin~on,
exempting the City from the indexing requirements of
RCW 42.17,260(3).
WHEREAS, RCW 42.17.260(3) requires the City to maintnln and make available for
public inspection and copying a current index of identifying information for certain public
records, such as final opinions, administrative staff manuals that affect the public, planning
policies and goals, factual staff reports, and correspondence with the City relating to any City
determination of the rights of any private party under City regulations; and
WI-~.REAS, according to the Municipal Research Services Center of Washington, cities
of similar size do not maintain such an index; and
WHEREAS, RCW 42.17.260(4) authorizes a city to exempt itself from main ta. ining such
an index by issuing and publishing a formal order specifying the reasons why and the extent
to which compliance would unduly burden or interfere with City operations, and by maldng
available for public inspection and copying all indexes maintained for City use; now, therefore,
THE CITY COUNCIL OF THE CITY OF BALN'BRIDGE ISLAND, WASHINGTON,
DOES RESOLVE AS FOLLOWS:
Section 1. The City Council finds that maintenance of a current index of identifying
information for the records described in RCW 42.17.260(3) would unduly burden and interfere
with City operations for the follovdng reasons and to the following extent:
I. The City has received no requests for public inspection and copying of a
current index as described in RCW 42.17.260(3) for at Ieast two years.
2. City officials and employees have full workloads and most City officials
and employees work overtime.
3. Residents of the City have expressed a desire for low-cost government,
with minimum staff levels.
4. The creation of a current index required by RCW 42.17.260(3) would
require the addition of at least two employees for at least two years.

Section 2. All indexes maintained for City use shall be available to the public for
inspection and copying during the normal office hours of the City.
