92-40 COMPREHENSIVE SOLID WASTE MANAGEMENT PLANRESOLUTION NO. 92 - 40
WHEREAS, Chapter 70.95.010 RCW, as amended by the 1989
legislature, identifies priorities for the collection, handling,
and management of solid waste and assigns local governments primary
responsibility to prepare an amendment to the final draft of the
Comprehensive Solid Waste Management Plan to include the waste
reduction and recycling element required in RCW 70.95,090; and
WHEREAS, House Bill 1671 - The Waste Not Washington Act
(HB 1671) passed in 1989, requires major changes in the
Comprehensive Solid Waste Management Plan and that Kitsap County
reduce its solid waste stream by 50% through waste reduction and
recycling techniques; and
WHEREAS, the Amendment to the Comprehensive Solid Waste
Plan shall be reviewed and revised, if necessary, at least every
five years according to RCW 70.95.110; and
WHEREAS, the Amendment to the Comprehensive Solid Waste
Management Plan was drafted under the guidance.of the Kitsap County
Solid Waste Advisory Committee of which the City of Bainbridge
Island is a member; and
WHEREAS, the Department of Ecology will consider approval
of this Amendment only after all local governments in the planning
area have adopted the plan by resolution and;
NOW, THEREFORE, be it resolved by the mayor and Council
of the City of Bainbridge Island, Washington, that the City does
approve the Final Amendment to the 1990 Comprehensive Solid Waste
Management Plan.
