92-37 SEXUALLY TRANSMITTED DISEASES AND A COMMUNITY HEALTH CLINICRESOLUTION NO. 92-37 A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, REGARDING SEXUALLY TRANSMITTED DISEASES AND A COMMUNITY HEALTH CLINIC WHEREAS, Sexually Transmitted Diseases (STDs) including acquired immune deficiency syndrome (AIDS) are a serious worldwide problem. AIDS itself can be considered to be in a global epidemic, with over 10,000,000 cases reported throughout the world. In the United States, AIDS was first reported in 1981. As of the end of 1992, AIDS had infected 206,392 Americans of whom 133,233 had died (Center for Disease Control statistics); and WHEREAS, In Washington during the period 1981-91, there were 2,790 reported cases of AIDS. Death occurred in 1,717, of those cases (Center for Disease Control statistics). In Kitsap County, there are presently 65 cases of AIDS, 9 of whom are residents of Bainbridge Island (Kitsap County Health District statistics); and WHEREAS, Other sexually transmitted diseases (e.g., chlamydia, gonorrhea, syphilis, herpes) are serious health problems, especially for teenagers. In Kitsap County, since 1988, there have been an average of 280 cases of sexually transmitted diseases each year among adolescents. The rate of sexually transmitted diseases among adults is not known, but is considered to be of the same magnitude as among teenagers; and WHEREAS, Teenage pregnancy is also a major problem nationally and, in Washington in 1990, there were 15,262 teen pregnancies reported in Washington, or 1 in 13 female teens (Washington State Department of Social and Health Services statistics); and WHEREAS, the Bainbridge Island community values the physical and emotional health of its citizens. As such, the community is deeply concerned about these serious health issues, and is highly interested in examining methods for improving health care. NOW, THEREFORE, be it resolved by the City Council of the City of Bainbridge Island, Washington: Section 1. Education about sexually transmitted diseases and AIDS is essential to help halt the spread of these diseases. Therefore, education of our citizens, both adults and young people, should be a high priority. The methods of educating our citizens may vary and should be presented by a variety of groups, organizations, and agencies. Section 2. The most successful prevention technique of sexually transmitted disease is abstinence. However, for those who choose to be sexually active, condoms are the most successful disease prevention technique. All members of the community, including our youth, should be able to obtain condoms in a private, non-judgmental way. Section 3. The City should consider the establishment of a Community Health Clinic on Bainbridge Island. Therefore, the Mayor shall request the Bremerton-Kitsap County Health District to examine: (1) the needs for a clinic; (2) the services which could be provided in a local clinic; (3) the staffing requirements for a community clinic; and (4) the potential locations of a facility.
