92-31 PASSENGER ONLY FERRY SERVICE BETWEEN SEVERAL KITSAP CITIES AND SEATTLERESOLUTION NO. 92-31 A RESOLUTION of the City of Bainbridge Island, Washington, requesting the Washington State Transportation Commission to develop and adopt a plan to provide fast, efficient, and reliable passenger-only ferry service between downtown Seattle and several locations in Kitsap County in the near future. WHEREAS, the Washington State Transportation Commission has authorized a study of potential passenger-only ferry routes on Puget Sound; and WHEREAS, the traffic congestion in the downtown area of the City of Bainbridge Island and the 305 corridor is becoming a serious problem, due in large part to the sizable increase in ferry traffic on the Seattle-Bainbridge Island route during the past five years; and WHEREAS, a substantial amount of this increased Seattle- Bainbridge Island ferry traffic originates in the Poulsbo, North Kitsap and Olympic Peninsula areas; and WHEREAS, a significant percentage of the traffic on the Kingston-Edmonds ferry route has a origin/destination of Seattle or other nearby areas in King County; and WHEREAS, the transportation plan component of VISION 2020 includes a 135 mile system of cross-Sound passenger ferries, along with five new terminals; and WHEREAS, the State of Washington, through enactment of the Growth Management Act and the Commute Trip Reduction Law, is determined to reduce single occupant vehicle (SOV) commuting by increasing public transit use through incentives and disincentives and operational improvements; NOW, THEREFORE, BE IT RESOLVED, that the City of Bainbridge Island requests the Transportation Commission to: Develop and adopt a plan to provide fast, efficient, and reliable pasenger-only ferry service in the near future between downtown Seattle and several locations in Kitsap County with primary emphasis given to the Kingston area, and As an interim measure, direct the Washington State Department of Transportation to charter sufficient Kitsap Transit buses to provide effective transportation between Kingston and downtown Seattle via the Kingston-Edmonds ferry.
