92-26 CONSTRUCTION OF WATER LINES ON VALLEY VUE WATER SYSTEM AND LID CREATIONCITY OF BAINBRIDGE ISLAND, WASHINGTON RESOLUTION NO. 92-26 A RESOLUTION of the City Council of the City of Bainbridge Island, Washington, declaring its intention to order the construction of a water line and appurtenances to serve the lots in the Valley Vue Water System, and to create a local improvement district to assess the cost and expense of carrying out those improvements against the properties specially benefitted thereby, and notifying all persons who desire to object to the improvements to appear and present their objections at a hearing before the City Council to be held on July 2, 1992 at 9:00 p.m. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, as follows: Section 1. It is the intention of the City Council of the City of Bainbridge Island, Washington, to order the improvement of the properties within the area described in Exhibit A, attached hereto and by this reference made a part hereof, by the construction of the improvements described in Exhibit B, attached hereto and by this reference made part hereof. All of the foregoing improvements shall be in accordance with the plans and specifications therefor prepared by ADA Engineering, consulting engineers, and may be modified by the City as long as that modification does not affect the purpose of the improvements. Section 2. The total estimated cost and expense of the improvements is declared to be $128,327, all of which shall be borne by and assessed against the property specially benefitted by the improvements to be included in a local improvement district to be established, embracing as nearly as practicable all the property specially benefitted by the improvements. Actual assessments may vary from estimated assessments as long as they do not exceed a figure equal to the increased true and fair value the improvements add to the property. This assessment includes the connection charge of $1,404, the "drop-in" cost of $75 and the inspection fee of $46.00. Section 3. All persons who may desire to object to the improvements are notified to appear and present those objections at a hearing before the City Council to be held in the Fire District multi-purpose room, 8895 Madison Avenue, Bainbridge Island, Washington, at 9:00 p.m. on July 2, 1992, which time and place are fixed for hearing all matters relating to the improvements and all objections thereto and for determining the method of payment for the improvements. All persons who may desire to object thereto should appear and present their objections at that hearing. Any persons who may desire to file a written protest with the City Council may do so within 30 days after the date of passage of the ordinance ordering the improvements in the event the local improvement district is formed. The written protest should be signed by the property owner and should include the legal description of the property for which the protest is filed and that protest should be delivered to the City Clerk. Section 4. ADA Engineering is directed to submit to the City Council on or prior to July 1, 1992, all data and information required by law to be submitted. Valley Vue Water System Proposed Improvements EXHIBIT B The improvements include the installation of an eight-inch diameter water main approximately 1320 feet long, fire hydrants and service lines and appurtenances necessary to provide service to the properties served by the Valley Vue Water District. The line is a looped line that begins approximately 330 feet east of the intersection of Sands Avenue N.E. and N.E. High School Road; heads northerly from the N.E. High School Road main approximately 500 feet; then east approximately 320 feet then south approximately 50 feet to another connection to the N.E. High School Road line.
